This position's responsibility, is to administer services within the Student Support Services Division (i.e., Early Childhood Services, Low Incidence Services, Behavior Intervention Services, Resource and Inclusion Services or Related Services). Administration includes operations (e.g., budget development, fiscal control, staffing, program placement and student assignment), program development, evaluation and improvement, technical assistance to schools, implementation of District policies and state/federal regulations, due process case management, and compliance monitoring.
Programs
30%
- Provides leadership for program development; ensures the provision of a District-wide continuum of required service and placement options; designs and implements assessment of District-wide program needs; researches program-specific best practices, innovations and emerging trends; appoints and leads program-specific research.
- Prepares "program placement" proposals to establish new programs or move existing programs; helps building principals and staff identify what is needed to successfully establish new programs; monitors the implementation of new programs and provides technical assistance/additional resources, as necessary.
- Consults with principals and building staff to ensure programs are appropriately addressed in the Academic Achievement Plan; works collaboratively with building staff to provide opportunities for students with disabilities to fully participate in the academic, extracurricular and community activities.
Supervision

- Supervises and evaluates Consulting Teachers, other certificated staff (e.g., therapists, specialists, itinerant staff), and secretarial/clerical staff.
- Prepares building and program assignments for Consulting Teachers.
Staff Development

- Determines training needs of department staff, principals and building staff; works collaboratively with Professional Development to establish in-service schedule; assumes responsibility for organizing, implementing and evaluating activities.
- Conducts monthly District-wide program/building staff meetings.

- Prepares annual Work Plan for assigned program area, assists with the development of the department Work Plan; monitors division Work Plan and submits quarterly progress reports to the Manager/Director.
- Manages program budget and provides technical assistance to buildings to assure compliance with appropriate funding sources and District regulations; monitors expenditures and implements fiscal control measures; ensures requisitions and fiscal reports are accurate, and timely.
- Explores grant and other non-traditional funding opportunities; assists with the development of grant applications; monitors and evaluates program-specific activities of awarded grants, including the completion of evaluation reports.
- Assists with the student assignment process, ensuring students are placed in appropriate programs; and reviews staffing allocations to ensure personnel is appropriate for students.
Compliance

- Maintains current knowledge of federal/state regulations and related jurisprudence; seeks regulatory interpretations from General Counsel's Office.
- Provides technical assistance to building personnel, utilizing procedural guidelines, memoranda and regulatory interpretations generated by OSPI, General Counsel's Office, and the Department of Special Education; monitors programs and services for compliance; reports potential/actual compliance violations to the Manager, building principals and General Counsel's Office, as appropriate; assists building personnel with implementing corrective action for identified violations.
- Responds to inquiries and complaints from parents; refers legal advocates and attorneys to the Manager; provides parents with information about state dispute resolution options; notifies the Director/Manager when parents threaten legal action or when the District should consider filing a Due Process Hearing request.
- Assists with the investigation of formal complaints, as directed; may be assigned to participate in mediation/due process hearings; prepares for and arranges mediation conferences; works collaboratively with the General Counsel's Office/Manager of Special Education to ensure mediation agreements, due process decisions and settlement agreements are appropriately implemented and monitored.

EXPERIENCE/EDUCATION:
A typical way to obtain the knowledge and abilities would be:
Three (3) years of teaching experience which included lead or supervisory experience; qualifying ESA experience will be considered; Master's degree in Education (administration emphasis preferred) or a closely related field; or an equivalent combination of education and experience.
Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities to perform the work will be considered.
CERTIFICATIONS & LICENSES:
Valid Washington State Program Administrator or Principal Certificate required.
Valid Washington State Driver's License or evidence of equivalent mobility required.
CLEARANCES:
Criminal Justice fingerprinting and background check.
