Position Description
Seattle Public Utilities' (SPU) Solid Waste Line of Business (SPU SWLOB) is recruiting for a motivated, strategic, and highly skilled project manager with large contracts administration experience to support procurement and management of $135 Million in annual solid waste contracts that advance zero-waste in Seattle. This Term-Limited-Temporary (TLT) position operates in a fast-paced, dynamic, and collaborative environment on high-value contracts and reports to the Solid Waste Contracts Manager. Responsibilities include procurement and initial management of key consultant contracts, development of contractor operations plans, and evaluation of customer programs and development of recommendations for improvement.
Highly qualified candidates for this role will demonstrate their experience working with Contractors or consultants, contract implementation and administration experience, attention to detail, strong writing and verbal communication skills, strong team outcomes, lean or process improvement experience and specifically will have project management and program evaluation experience in the solid waste, utilities or a related industry.

This Term Limited Temporary (TLT) opportunity is fully benefited and expected to last up to 18-months in duration and is open to all eligible and qualified candidates.

Experience: Requires a minimum three (3) years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation; or other work directly related to City planning and development activities.
Education: Bachelor's degree in Planning, Urban Design, Environmental Studies, Public Administration or related field. (If no degree, two (2) additional years of relevant experience is required)
In addition to the skills and experience mentioned above, a successful applicant will have an experience that reflects a commitment to creating fair and equitable outcomes.
Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

- Develop an implementation plan (timeline and budget) for a 5-year waste composition study contract. Manage the initial contract. Lead procurement of an experienced market research firm to conduct solid waste customer surveys and manage the initial consultant contract.
- Develop Solid Waste Contracts Operation Plans for multiple recycling and organics processing and disposal contracts. Responsibilities include facilitating Contractor meetings, making site visits and drafting the initial Operations Plans.
- Develop a Solid Waste Contracts performance monitoring, evaluation and reporting program with responsibility for ensuring the SWLOB consistently provides high quality services to our customers and delivers programs efficiently and effectively.
- Research and assess SPU’s Special Items Collection Program (large furniture and appliances, electronics and small appliances, CFLs, foam blocks, and household batteries) data and develop Operations, Sales and Marketing recommendations for improvement. .
- Lead a study to evaluate options and develop recommendations for final disposal of Seattle’s solid waste.
