Under the direction of the Staff Services Manager I, the Recruitment Analyst performs as a full journey-level, subject-matter generalist and acts as personnel consultant to all levels of program management and staff. The AGPA is responsible to ensure the Human Resources Bureau (HRB), Career Opportunities Section (COS) upholds consistent and defensible business practices and dissemination of guidance in the administration of the State’s civil service selection and examination processes to ensure compliance with control agency directives, laws, rules, regulations, policies and bargaining unit contracts. The Recruitment Analyst provides knowledge, assistance, and guidance in facets of the Human Resources Bureau, such as: Recruitments and Examinations, Outreach and Education, and Classification & Pay (C&P).
- Recruitments and Examinations: Serves as the agency's subject matter expert on civil service selection processes and examinations, providing guidance and oversight to divisional hiring managers and ensuring compliance with relevant government codes, laws, regulations, and departmental policies.
- Program Development and Review: Consults and provides quality customer service to program management on staffing and recruitment needs, review and analyze departmental recruitment practices, and make recommendations for improvements, and conducts research and analysis on various topics including best hiring practices, recruitment resources, and social media metrics.
- Outreach and Education: Plans, coordinates, and attends agency-wide and public career fairs, creates social medica content advertising agencywide career opportunities, researches and participates in recruitment events and forums, facilitates meetings and trainings with all levels of staff, and develops educational tools and resources for the public and all staff related to recruitments and examinations.
- Classification and Pay: Assists with classification and specification revisions and conduct classification studies and reviews and approves position action requests and ensure proper allocation of positions and organizational structure.

Working Conditions
Positions provides telework opportunities based upon the agency’s telework policy and business needs, typically after completing the first phase of the probationary period. During the first phase of the probationary period, the incumbent will be expected to report on-site for the first several months for on-site training.

- Ability to develop and execute social media content strategies that align with brand goals and engages target audiences
- Experience in interpreting and applying personnel laws, rules, regulations, standards, and procedures
- Demonstrated ability to think critically, research and interpret data, and analyze and solve complex problems to recommend an effective course of action
- Ability to adapt to rapid changes in priorities and work assignments while maintaining a high degree of accuracy and attention to detail
- Good understanding of organizational and time management skills, including techniques for prioritizing multiple projects to ensure completion by established deadlines
- Service-oriented with the ability to act independently with flexibility and tact
- Strong written and verbal communication skills and the ability to clearly present complex information to meet the needs of the audience
- Ability to develop and maintain effective and cooperative working relationships across all levels of staff
