The California Secretary of State’s Business Programs Division is recruiting to fill a permanent, full-time Associate Governmental Program Analyst position in the Los Angeles regional office. The Secretary of State will consider the Staff Services Analyst classification for recruitment purposes. Duties will be commensurate with the level of the classification hired. A Training and Development (T&D) assignment for this recruitment will be considered for the Staff Services Analyst classification only. To be appointed to the Staff Services Analyst classification, the successful T&D candidate must fully meet the minimum qualifications by the end of the T&D Assignment. The Los Angeles regional office provides services to a large constituency of Spanish speaking customers; the most desirable candidate will possess bilingual fluency in Spanish.

Under the general direction of the Staff Services Manager I and Staff Services Manager II, incumbent will work collaboratively with all levels of Business Programs Division staff, including attorneys and management to perform analytical duties in support of the Los Angeles regional office. The incumbent will be required to provide analytical, technical and administrative support for over the counter and telephone inquiries as it relates to the processing of Notary and Business Entity submissions. In addition, the incumbent will support development of the Notary Application Program (NAP 2.0) project by providing a Subject Matter Expert resource focused on counter and in-person (Pop-Up Shop) operations. The incumbent must be capable of tactfully handling sensitive public contact, difficult questions, irate or dissatisfied customers and deal effectively with peers and superiors. The position requires the ability to apply program knowledge and analytical techniques as they relate to a variety of administrative functions such as system development and administration, program and policy evaluation and analysis, customer service, training and training development, outreach, and other related work. Duties encompass:
  • Online System Development, Program Monitoring, and Maintenance
  • Customer Service, Technical Review, and Special Project Support
  • Outreach, Event Coordination and Training Support
  • Public Relations and Controlled Correspondence
  • Legislative, Budgetary, Statistics, and Management Analysis
  • Office Automation Division Coordinator and Procurement Support

Desirable Qualifications:
  • Ability to act independently, with open-mindedness, flexibility, and tact; and the ability to act effectively under pressure.
  • Ability to analyze, present ideas and information through effective verbal and written communication.
  • Experience with performance monitoring and the use of automated systems.
  • Proficiency using Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook, and Visio).
  • Experience with html, Adobe Acrobat and Content Management Systems.
  • Experience working on a team project, team building, or team management with strong collaborative skills, while interacting effectively with the public and all levels of departmental personnel.
  • Capable of creative and flexible thinking and have a good understanding of organizational techniques and time management skills; including techniques for prioritizing multiple projects to ensure completion by established deadlines.
  • Ability to create, review and edit clear and concise written reports.
  • Experience with making creative publications and outreach materials.
  • Punctuality and good attendance are essential.
  • Strong customer service skills, effective communication and a positive attitude for public contact are strongly desired.

Working Conditions

The Business Programs Division supports the importance of work-life balance through measures such as Telework Schedules. This position will have a hybrid schedule once 6-month probation is passed, which may include up to two telework days per week. Telework schedule offerings are subject to change due to business needs and/or SOS policies.
