Title: Site Safety Officer
Status: Full Time
Location: Fort Cavazos, TX
SUMMARY:
The Site Safety and Health Officer (SSHO) is responsible for the development, execution, documentation and maintenance of a fully effective Safety organization as required per our contract with the Client and Subcontractors and as further defined by the Accident Prevention Safety Plan, the Company’s policies and procedures and in accordance with OSHA and U.S. Army Corps of Engineers (USACE) EM 385-1-1, Safety and Health Requirements Manual.
ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned:
Work with subcontractors to develop site specific safety plans meeting USACE EM 385-1-1, Safety and Health Requirements Manual requirements. Extensive knowledge in the development of crane lift plans, fall protection plans and scaffold plans is a must.
Assist subcontractors with development of site specific Activity Hazard Analysis (AHA). Ensure compliance with the documented hazard controls along with making field changes as needed.
Properly demonstrate the proper way to use various types of Personal Protective Equipment (PPE) and distinguish when and what PPE use is appropriate.
Provide information, signs, posters, barriers, and other materials to warn of potential and actual safety hazards and to prevent access to hazardous. Conduct Tool Box Talks weekly with Subordinates and subcontractors; document meeting.
Inspects task order projects to detect existing or potential accident and health hazards, determines corrective or preventative measures where indicated, and performs follow up to ensure measures have been implemented. Develop an ongoing risk assessment of site-specific conditions.
Conduct daily safety inspections of task order project sites and document any found safety issues in the USACE QCS/RMS System.
Leads in the investigation of accidents and injuries, conducts statement collection, take photos, and determines root cause. Prepares reports to disseminate to personnel to aid in preventing reoccurrence.
Works with the Quality Control Manager in conducting pre-construction and preparatory meetings with each subcontractor and the CQC team to review the approved contract documents, AHA(s) and to determine that the subcontractor understands those requirements and all aspects of their subcontract.
Ensures all documentation as required per contracts, USACE and OSHA requirements and company policies and procedures are organized, filed (electronically and hard copy if necessary), updated and maintained timely in the site production office.
Conduct new hire safety orientation for all new employees. Conduct site specific safety orientation training for subcontractor personnel.

PREFERRED QUALIFICATIONS
EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from an accredited four-year college or university, as it relates to construction (BSCE, BSCM, BSAE, etc.) or equivalent; and 5years field experience in the roll of Safety Officer/Manager or Alternate; OR a combination of education and experience.
OSHA 30 hour Construction Safety and Health certification within the last 3 years plus an average of at least 24 hours of formal safety training each year for the past 3 years. CPR/AED/First Aid Certification Preferred.
Experience in federal government, USACE, construction is required.
CERTIFICATES, LICENSES, REGISTRATIONS
Completion of OSHA 30 hour Construction Safety and Health Course; current certifications for First Aid and CPR; 24 hour Competent Person Fall Protection Training, possesses a valid drivers’ license; and is insurable, as driving is a condition of employment.
LANGUAGE SKILLS
Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
