Our Emergency Services department has an immediate opening for a Tank Water Manager. The Emergency Services Department is committed to providing individuals, families, and communities with resources to ensure safety and security during a disaster by engaging with, educating, and providing direct services to those affected by or at risk of natural disasters like floods, fires, earthquakes, droughts, and pandemics.

As the Tank Water (TW) Manager, you will implement emergency services and resiliency programs and lead a team in highly diverse and disadvantaged communities throughout the San Joaquin Valley. You should understand empathy towards the needs of communities, families, and individuals affected by emergency and water-related crises, as this position blends the technical aspects of project management with direct service provisions to diverse participants throughout the San Joaquin Valley. You will lead the TW team by delegating tasks appropriately to other staff, working directly with the Emergency Service Director to ensure proper team management, working with the Administrative Analyst team regarding budget items, and ensuring program guidelines are followed and objectives met for program success. You will also be working with other Emergency Services Managers and Staff in response to individual and community-wide emergency responses and outside installer and water hauler contractors working directly with the program.



Responsibilities

  • Provide leadership to program staff in carrying out SHE's programs and mission, including, but not limited to, managing workflow and team schedules, providing direct staff support, assisting staff with job-related concerns, and identifying/addressing team deficiencies.
  • Oversee the management of contracts to ensure work is completed on schedule and in compliance with contract requirements.
  • Oversee preparation of reports to funding agencies and organizations.
  • Oversee and support the development/implementation of community outreach and engagement plans and project needs assessments.
  • Ensure program staff members are well-trained, well-supported, and provided a safe work environment.
  • Maintain effective communication with SHE partners, staff, and others in a way that furthers positive working relationships.
  • Prepare program and project budgets; review fiscal data; effectively manage within budget.
  • Represent SHE to communities, agencies, funders, and the media.
  • Participate in the recruitment of new staff by reviewing applications, participating in the interview process, making new hire recommendations, and completing the new hire process with senior staff, including the CEO, HR, Assistant Directors, and Director.
  • Evaluate program staff performance, set yearly job objectives, and provide feedback to the Emergency Services Director for annual reviews.
  • Work directly with vendors to order necessary supplies (tanks, pumps, etc.) and coordinate with contractors to ensure proper inventory supply distribution.
  • Ensure contractors execute yearly agreements to remain program-compliant.
  • Attend all relevant community, city, county, and state meetings as requested by the department director or funder(s.)
  • Coordinate with local agencies and CBO’s including Groundwater Sustainability Agencies to provide program participants with the most appropriate resources and avoid duplication of services.
  • Coordinate recruitment of water sources for program implementation.
  • Coordinate with other ES Managers and SHE staff on small community response efforts.
  • Provide the highest-level customer service to program participants.
  • Identify opportunities for process improvement and enhanced service delivery and recommend programmatic changes to leadership.

  • Appropriate education and work experience to excel at the job functions.
  • Strong project management, supervisorial, and organizational skills.
  • Demonstrated technical, management, and administrative experience.
  • Demonstrated expertise in climate and groundwater-related issues affecting San Joaquin Valley communities.
  • Demonstrated understanding and expertise with the Sustainable Groundwater Management Act.
  • Demonstrated experience with public speaking, meeting facilitation, and effective communication skills.
  • Ability to meet deadlines and manage multiple projects and activities simultaneously
  • Ability to work independently and as a team member.
  • Strong written and verbal communication skills.
  • Ability to adapt to a fast-paced and dynamic work environment.
