JOB SUMMARY: The position requires working independently and using independent professional judgment. The Clerk’s Finance Manager will frequently interact with upper management and needs to be able to work collaboratively with all personnel within the Clerk’s Office. Work is performed under the direction of the Director of Clerk’s Finance. The Clerk’s Finance Manager is to plan, manage, direct and oversee programs, activities and financial operations associated with the Clerk of the Circuit Court’s Finance department and will maintain organizational and professional ethical standards. The Clerk’s Finance Manager is responsible for leading all financial activities related to the Clerk’s Office and needs to have the ability to handle difficult and challenging situations. The Clerk’s Finance Manager needs to have skills to properly help train and develop their direct reports in a professional manner. The position requires strong budgeting skills with advanced Excel skills. In addition, the Clerk’s Finance Manager needs to possess strong Generally Accepted Accounting Principles (GAAP) skills and Governmental Accounting Standards skills. The Clerk’s Finance Manager is responsible for preparing monthly internal financial statements, in a timely manner. The Clerk’s Finance Manager will help develop and administer policies and procedures related to the Clerk’s Court and Non-Court budgets, revenues, cash receipts, accounts payable and all CCOC (Court Clerk Operations Corporation) reporting requirements. This position is classified as exempt from the overtime provisions of the Fair Labor Standards Act. The Clerk’s Finance Manager needs to possess people skills, effective communication skills, leadership, organizational and strong analytical skills as well as be skilled in problem-solving.
EXAMPLE OF DUTIES
ESSENTIALDUTIES: Oversees all financial operations related to the Clerk of the Circuit Court, which include, but are not limited to Court and Non-Court budgets, revenues, timely disbursements of accounts payable, disbursements related to fiduciary payments, receivables, interfund transactions and all CCOC reporting requirements. Manages and supervises Clerk’s Finance Team Leader and Finance Clerks, including preparing performance reviews, disciplinary actions, training needs, etc.Assists in long-term planning process and provides recommendations and guidance on topics in all financial areas. Complies with State and Federal laws and regulations concerning the Clerk’s revenues, accounts receivables, accounts payable and financial reporting.Assists in developing processes and procedures for Clerk’s Finance. Monitors Purchase Card (P-Card) purchases to ensure information is complete and allowable for Court funding. Reviews, and when necessary, prepares journal entries, reconciles check runs, reviews bank reconciliations, and solves difficult and complex accounting and operational problems.Works with Clerk’s Information Services’ team to trouble shoot and help resolve issues in JD Edwards, Athena and DuProcess, when necessary.Prepares and administers the organizational certified budget and monitors expenditures to stay within budgetary guidelines.Assists with various audits, such as Department of Financial Services, and Agreed Upon Procedures related to Title IV-D Child Support Enforcement, etc. Assists with the Independent Cost Rate Plan (ICRP) related to the Title IV-D grant from the Department of Revenue. Assists with preparing and/or reviewing various audit schedules for the year-end annual audit and works directly with external auditors. Reviews and agrees the Clerk’s stand-alone general purpose audited financial statements to the final trial balance. Ensures expenditures are reported pursuant to the UAS (Uniform Accounting Systems) Manual.Assists with researching and resolving complex accounting, purchasing and budgeting issues for both Court and Non-Court.Assists in ensuring compliance with internal control procedures.Assists with reviewing general ledger accounts to ensure completeness, accuracy and consistency with the application of GAAP.Performs other duties of a similar nature/level.
