Description

Responsible for managing all personnel, planning, operations, and compliance with applicable regulatory requirements of the County owned Wastewater section of Environmental Services. The section is responsible for ensuring that wastewater treatment, surface water treatment and reuse facilities as well as the reclaimed/reuse distribution systems, and Industrial Pretreatment programs (IPP) are reliably and efficiently executed to protect public health and the environment and ensure compliance with applicable regulatory requirements.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

**Additional compensation based on licensure.


Essential Functions

Manages and supervises the activities of the Section to ensure that both internal and external customer expectations are met or exceeded through an efficient work force and quality performance.

Manages the field operations and maintenance of the county owned wastewater treatment, surface water treatment, and reuse water facilities, reuse distribution system and IPP programs. Approves any changes to major process control issues. Prepares and maintains the annual budget and monthly expenditures for the wastewater section.

Assure accurate records and files for operations and maintenance on all facilities are kept and up to date. Submit required reports to the proper agencies and to supervisors as required.

Maintains liaison with State and Federal agencies having responsibilities in permitting and oversight of Division functions

Develops policies and procedures for effective operational control and assure facilities are well maintained and evaluates operational performance and remove obstacles that prevent continued improvement.

Develops training programs to support continued education and competency of section employees.

Establishes Section personnel policies and procedures and administer hiring, discipline, performance plans, appraisals, and other personnel matters.

Provides guidance to the Chief Wastewater Operators in developing inventory control programs for operating and maintenance supplies used in the collection, treatment, and reuse distribution systems.

Provide technical guidance and monitors activities of field personnel. Supervises troubleshooting operations.

Reviews engineering plans and specifications for system improvements. Participates in the selection of consultants and contractors. Development of project scope of services for bidding purposes.

Assure emergency action will be available on a 24- hour basis, to provide service for the safety and welfare of the public.

Provide appropriate training and instruction to subordinate personnel in the proper operation and maintenance of treatment facilities.

Minimum Qualifications

Bachelor’s Degree in Environmental Sciences, Engineering, Business Administration or related field is preferred, but not required, and five (5) years of responsible experience in wastewater.

FDEP Wastewater Operator License (A, B, or C) preferred.

A comparable amount of education, training, or experience may be substituted for the minimum qualifications.

Additional Requirements

Extensive knowledge of the operations and maintenance of Wastewater Treatment Plants and operations.

Knowledge of rules and regulations as required by Florida Department of Environmental Protection, U.S. Environmental Protection Agency, St. Johns River Water Management District and the Florida Department of Health.

Knowledge of hydraulics, sanitary engineering and environmental chemistry.

Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.

Ability to effectively plan, organize and supervise assigned personnel. Ability to communicate effectively both orally and in writing.

Must be familiar with the use of SCADA control systems.

Extensive knowledge in the treatment of wastewater and maintain compliance with federal, state, and local entities pertaining to wastewater systems. Skilled in the application of wastewater treatment methods and techniques. Financial/budget training preferred.

Ability to use small office equipment, including copy machines or multi-line telephone systems.

Ability to use a computer for data entry, word processing, and/or accounting purposes.

Must possess and maintain a valid Florida Class E Driver’s License.


All employees must attend Seminole County Required Trainings.

Department Specific trainings per position may be required.


Performs other duties as assigned or as may be necessary.

In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
