What are the responsibilities and job description for the Procurement and Contracts Administrator position at Seminole Tribe of Florida?
The incumbent in this position plays a key role in supporting the procurement and contract administration functions for the Seminole Tribe of Florida’s Tribal Transportation Department, with a focus on infrastructure-related projects. This role involves the development, coordination, and review of solicitations, contracts, and purchase orders related to capital improvement programs, roadway and utility construction, engineering services, and departmental operations. The incumbent in this position will lead the preparation of procurement documents and contractual agreements, ensuring alignment with Tribal Governance requirements, industry standards, and applicable policies. This role involves regular interaction with consultants, contractors, project managers, and cross-departmental stakeholders including Legal, Purchasing, Risk Management, and Accounting.
Bachelor’s degree in public/business administration, Construction Management, Engineering or a related field is required. Five (5) years of experience in preparing and administering contracts and solicitation related to; public infrastructure projects, construction, acquisition of commercial goods, professional services, and other contractual services is preferred, but not required. Prior experience with federal procurement processes, Federal Acquisition Regulations, Defense Federal Acquisition Regulations, and similar procurement processes required by state and federal government agencies are highly preferred. An equivalent combination of education and experience in a governmental or similar environment will be considered. Demonstrated proficiency with contract forms such as AIA, EJCDC, Consensus Docs, and private forms commonly used in vertical and linear construction and contract delivery such as Construction Management (CM), CM at Risk, Design-Build, and progressive Guaranteed Maximum Price (GMP) as both prime contractor and subcontractor. Possession of a valid Florida driver’s license is required. Demonstrate excellent interpersonal and organizational skills. Demonstrate proficient computer skills utilizing Microsoft software packages. Must be able to travel to all STOF Reservations and other locations and work a flexible work schedule including evenings, weekends and holidays.
