What are the responsibilities and job description for the PALNG Fixed Equipment Engineer position at Sempra Services Corporation?
The Fixed Equipment (FE) Engineer will provide technical support to the start-up and operation of liquefaction projects developed by Sempra Infrastructure at Port Arthur.
The FE Engineer will be responsible for providing technical support on:
- Mechanical design
- Commissioning
- Operation
- Troubleshooting
- Reliability improvements in the Port Arthur complex
The scope of the role largely includes providing technical support to the operation of Fixed equipment including but not limited to Heat Exchangers (MCHE, CWHE, Chillers), Process Piping, Vessels, Pressure Control and Relief Systems, Burners, Mechanical Support and Structures, Welding, Materials and Corrosion etc.
The Fixed Equipment Engineer's responsibilities include:
- Comply with safety/health and environmental policy. Drive HSSE excellence through evaluation of losses and near losses related to reliability and mechanical efficiencies, management of highest risks, and supporting safety culture using established programs
- Provides support for surveillance, design input, maintenance strategy development, and engineering support for piping, heat exchangers, vessels etc
- Supports technical evaluation, engineering calculations and recommendation to execute field modifications
- Perform equipment inspection and condition monitoring. Site subject matter expert on interpretation of standards and practices
- Supports Design and Project Engineering Support
- Provides input to Maintenance and Reliability Strategy, Performance and Optimization
- Training and Knowledge Sharing with others
- Works closely with equipment manufacturers representatives, operations, maintenance, and project teams to enhance equipment performance, minimize downtime, and improve long-term asset integrity
The FE Engineer will aid in the development of Equipment Management Plans and Strategies for managing the equipment over the life cycle of the equipment including integrity inspections and planning for major outages and overhauls. This position will be located in Port Arthur, Texas during commissioning, startup and Operate Phase of PALNG. Transportation Worker Identification Credentials (TWIC) is required.
Duties and Responsibilities
- Understand and possess working knowledge of different equipment and instrumentation including piping, vessels, safety devices and their interfaces with other fixed, process and rotating equipment. Address design issues and constraints by conducting analyses e.g. Finite Element, Heat Transfer, Fluid Dynamics and Acoustic Induced Vibration.
- Provide analyses in managing risks, conducting root cause analyses and specifying mitigations that align with industry guidelines and safe practices.
- Conduct analyses on stress and strain on pressurized vessels, piping, and tubing.
- Perform the technical assurance role for vendor drawings and data, test procedures, reports and calculations during Commissioning and Start-up (CSU) throughout the Operate Phase.
- Provide technical support to operations for functional failures, also support maintenance activities including isolations and outage preparation. Support predictive maintenance planning for Turnaround Planning.
- Participates in conceptual studies and reliability studies as required and generates MOCs as needed.
- Provide technical support for the Maintenance Dept of PALNG post-commissioning and startup. Design fixed equipment as well as custom mechanical parts to support projects and operations.
- Interface with E&C and EPC counterparts as well as other E&C/EPC disciplines as needed.
- Issue periodic (weekly, biweekly, monthly, quarterly or annually) reports of program providing status updates on high and medium risk issues and resources required to complete tasks.
- Stay abreast of current Fixed Equipment developments thru participation in Industry technical shows and committees. Provide technical perspective and update on design practices and safety standards for the research organization as required.
- Participate in Root Cause Analysis and Risk Assessments involving Fixed Equipment.
- Perform other duties as assigned (no more than 5% of duties).
Qualifications
Education
- Bachelor's Degree in Mechanical engineering Required
- Master's Degree mechanical-related Preferred
- 5 of industry related experience with Fixed Equipment . This experience should include Cryogenic Exchangers, Piping, DeC2 or DeCh4 (De-Ethanizer / Methanizer) fractionation systems, large process or refrigerant compressors. Required
- 5 Experience and knowledge with process piping (materials selection, welding etc), vessels and structures in Mole Sieve Drying, LNG Precooling, Liquefaction and Subcooling cryogenic processes. Required
- 7 Experience working in CSU and operating environment for large-scale LNG projects. Preferred
- Familiarity and ability to read and interpret electrical and mechanical diagrams, including flow charts, cause/effect diagrams, and Piping and Instrument Drawings (P&IDs). Advanced
- Familiarity with regulatory codes (e.g., ASME, API, ISO) and industry standards. Sound understanding of ASME Section VIII Div. 1, ASME B31.3 (Process Piping), ASME B16.25 (Buttwelding Ends), ASME B31.1 (Power Piping), ASME BPVC Section V (Nondestructive Examination) and ASME BPVC Section IX (Welding & Brazing Qualifications). API: RP 577, 582, 1104 and 1169 Intermediate
