Great Hill Solutions is seeking a Senior Program Manager to support project management efforts for a large Department of Defense (DoD) agency in the National Capital Region. This position supports the IT program management team and oversees multiple IT projects and their Integrated Master Schedules (IMS). In addition, the candidate will facilitate, lead or support meetings that run the gamut of program management, including requirements development meetings, agile sprint sessions, and executive leadership meetings. The candidate will also work with the program management team on other deliverables as requested by the client.
The candidate must have 7 years of Program Management experience leading and supervising multi-disciplined teams in support of US Government (USG) Information Technology programs and applications and performing operations with the DoD Business Capability Acquisition Cycle (BCAC)

Responsibilities include, but are not limited to:
- Manage a team of approximately 12 members, including project managers and data analysts. Understand and coordinate activities among the team and provide coaching when required.
- Provide general PMO management, administrative, and analytical support to include personnel support such as on-boarding, off-boarding, transition, training, and security. PMO administrative support such as meeting support/coordination, development of briefing and meeting documents as directed by the Government and taking and documenting meeting minutes. PMO support for technical and programmatic development, analysis, review, evaluation, and recommendation of contracting and acquisitions actions.
- Identify and complete all deliverables in accordance with the Performance Work Statement (PWS) of the contract with the Government.
- Identify and track activities, tasks, milestones and estimates of completion.
- Identify and track all items that require governance oversight, whether a decision or action.
- Deconflict schedules when needed.
- Present recommendations to the team informed by technical and schedule status, programmatic and budget constraints, and client requirements.
- Perform overall program performance analysis, status reporting, and risk identification and mitigation.
- Coordinate activities between various entities within the Departments' IT organization and business owners while managing stakeholders impacted by the project.
- Must have a bachelor's degree from an accredited university or college.
- 7 years' experience in at least two of the following areas: personnel management; administration; logistics planning and management; program management
- Must possess strong working knowledge and experience with the DOD Business Enterprise Architecture.
- Certification: Must be documented PMP, DAU Program Management
- Knowledge of Earned Value Metrics.
- Must have experience in BCAC (Business Capability Acquisition Cycle) and in methods for developing IGCEs (Independent Government Cost Estimate).
- Must have active SECRET clearance (an Interim Secret is acceptable).
- Must have strong communication skills in order to understand business requirements and translate to IT functionality and be able to work with multiple groups of stakeholders.
- Must have excellent writing skills, and the ability to work independently in Microsoft Office, specifically PowerPoint, Word, and Excel. Writing samples may be requested.
- Masters degree a plus.
- Some knowledge of or background in foreign military sales is helpful.
- Experience in acquisitions and finance associated with large DoD programs.
