OVERALL DESCRIPTION
Assists the Manager, Joint Real Estate Development in managing property development projects involving both private and governmental entities, particularly those focused on creating public transit-oriented spaces. Performs comprehensive financial analyses related to real estate transactions, including pro forma creation and analysis, cash flow analysis, and other financial modeling as required. Assesses the potential and feasibility of private development on SEPTA property. Assists the Real Estate Staff with a range of tasks related to real estate. Oversees the development and assists in the management of real property agreements, property appraisals, acquisitions, and dispositions. Assists in the coordination of preparation of necessary materials for senior staff and the SEPTA Board regarding all areas of responsibility.
SPECIFIC RESPONSIBILITIES
Assist the Manager, Joint Real Estate Development, in managing SEPTA's Transit Oriented Communities Program, including, but not limited to site identification, marketing, procurement, and executing agreements. In addition, will conduct comprehensive financial analyses related to real estate transactions, including, but not limited to pro forma creation and analysis, cash flow analysis, and other financial modeling as required.
Develop and recommend strategies to increase SEPTA’s revenues through property development, leasing, and the sale of surplus properties.
Supervises SAM staff in property appraisals, acquisitions, dispositions, and development projects. Assign responsibilities, monitor performance, ensure deadlines are met, and provide training and development.
Provides real estate information, expertise, and assistance to the Manager, Joint Real Estate Development, and Staff as required.
As needed, serve as a point of contact between SEPTA and neighboring local authorities such as Township and Borough Managers and Commissioners, as well as civic organizations, as SEPTA evaluates the extent and nature of, or concerns pertaining to the commercial development of SEPTA premises. In addition, assist with conducting presentations to Township, Borough, and County Commissions.
Prepare scopes of work for requisitions when outside consultants and contractors are needed. Administer consultant contracts and coordinate tenant construction projects to ensure compliance with lease terms and conditions.
Assist in implementing and maintaining property development, acquisition, and disposition policies and programs. Monitor departmental activities to ensure compliance with governmental and Authority regulations.
Oversees SEPTA’s property management functions, ensuring compliance with lease terms and conditions and rent administration procedures.
Identify sites, negotiate lease terms and conditions, secure executed agreements, ensure compliance, and approve related Requests for Payments (RFPs) for properties and facilities needed by SEPTA.
Assist in the preparation of the Real Estate Department’s annual operating budget.
Monitor real estate activities to ensure compliance with local, state, and federal jurisdictions. Maintain dialogue with professional organizations and the development community
Perform other duties as assigned related to Right of Way, Right of Entry, and other real estate transactions.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree required (e.g. Business, Real Estate Development, Urban Planning, Public Administration or related degree) and three (3) years of related real estate experience required, preferably in the transit industry.
- An equivalent combination of education and experience (two (2) years relevant experience equating to one (1) year of formal education), may be considered in lieu of the above requirements.
- Demonstrated ability to conduct comprehensive financial analyses related to real estate transactions, including pro forma creation and analysis, cash flow analysis, and other financial modeling.
- Excellent verbal and written communication skills are required.
- Knowledge of FTA regulations regarding the acquisition and disposition of the property utilizing Federal monies is preferred.
- Knowledge of SEPTA’s Transit and Rail properties, including Right of Way and operational facilities, is preferred.
- Proficiency in computer software, including Word and Excel. Familiarity with Outlook, Teams, and SharePoint systems is preferred.
