Serco is excited to continue our support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.
Our Program Analyst, Program Integrator position is located in Crystal City, Arlington, VA, and provides program management direct support to the Deputy Director, Air Vehicle (AV), Vehicle Systems (VS) Program Management Office (PMO) within the F-35 Joint Program Office with the purpose to integrate the activities of the F-35 AV VS PMO teams to minimize gaps and seams in program execution. Assure all AV VS planning is fully integrated with overall program effort and that of other participating services, agencies, and countries as applicable. Monitor and track status on Program Management Office (PMO) Action Items. Assist in coordination and delivery of information and capabilities briefing for program management reviews and presentations. Develop presentations on program status, accomplishments, and progress to all levels of DoD, JPO Governance Forums, and industry. Provide guidance to produce critical outcomes for program success. Supports the Deputy Director, AV VS and other AV VS PMO senior leaders on matters internal and external to the AV VS PMO. This duty requires initiative and the ability to work independently given strategic guidance to produce critical outcomes for program success.
The Integrator will attend Program level briefings and meetings internally and externally as directed by the Director, Deputy Director, and Chief of Staff of the AV VS PMO as their designated representative. The Integrator shall ensure detailed feedback is provided to each as well as passing along tasking given during the briefing or meeting. When the Integrator cannot resolve an issue, the Integrator will develop and recommend courses of action to the AV VS PMO senior leadership team that will satisfy the Enterprise’s critical objectives and priorities. Develop and prepare a variety of correspondence and other documentation (i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.) as tasked by the PMO leadership.
This is a Hybrid/Telework position.
You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
- Aid in integration between with PMOs and Teams, build roadmaps for the program(s), assess program goals against long range planning, assist in reporting periodic and comprehensive assessments efforts to support the program, builds and maintains status reports.

Execution Integration/Management Duties:
- Ensures tasking, actions and direction flow from the AV VS workflow to appropriate individuals and organizations, with an understanding of priorities, tone, and intent.
- Cognizant that Director, Deputy Director, Chief of Staff, and Staff of the AV VS PMO must closely align and function in direct support of the AV VS PMO and that these positions in particular require mutually supportive coordination of combined effort, and therefore must work to affect such interdependent support and activity.
- Provide Program Status Updates to AV VS PMO Leadership Team, Services, Partners, and F-35 Governance Forums.
- Understand, report, and mitigate weapon’s program risks.
- Promulgates assigns or arranges for management control techniques and procedures to provide accurate and comprehensive information concerning the status and progress of assigned programs.
- Synthesizes critical management issues, documentation, and relevant information to support program reviews.

Continuous Improvement and Cost Savings/Affordability Initiatives Duties:
- Formulate and develop innovative support concepts which minimize cost while maintaining aircraft availability.

Communication Duties:
- Communicate and thereby represents the AV VS PMO, both internally and externally. All actions are performed with the clear and fundamental understanding that these actions are in primary support of the Director, Deputy Director, Chief of Staff, and Staff of the AV VS PMO.

Integration Duties:
- Interfaces with every AV VS PMO lead/direct report internally as well as directly with the senior staff personnel of offices internal to AV VS PMO, and also with industry. This interaction is most often a coordinating and collaboration function and not a direct report relationship – the critical purpose of this position is “enabling”, “coordinating” and “maximizing” the actions of others to integrate across organization operations and enhance the ability of the AV VS PMO to conduct analysis and make informed decisions impacting directly on the program. These decisions will have significant development, operational and programmatic impacts for the entire life cycle of the program.
- Integration between with AV VS PMO and other JPO functionals (e.g. Security, OSI/PJ) branch teams and AV VS PMO Senior Staff and Functionals.
- Represent the Program at meetings, conferences and workshops.
- Assist in reporting periodic and comprehensive assessments and evaluations of Country program goals and objectives that will provide a basis for long-range planning to improve F-35 Program management.
- Monitor and track status on PMO and JPO Governance Action Items.
- Assures that all planning is fully integrated with the overall program Team effort and that of other participating services, agencies, and countries when involved.

- The ability to provide onsite support at the F-35 Joint Program Office (JPO) located in Crystal City, VA a minimum of 2-3 days per week, each week. Onsite days in the JPO office may increase to provide onsite support up to 5 days per week to support the needs of the customer. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager.
- Experience in program management, technical or business analysis discipline, in weapon systems acquisition and life cycle management
- A minimum of four (4) years out of six (6) years of recent work experience related to analysis and planning.
- At least two (2) years in support of a Major Defense Acquisition Program (MDAP).
- Bachelor’s degree in related field or discipline, or associate degree plus four years of program management, technical or business analysis experience (total of 10 years).
- Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
- Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products
- Demonstrated experience in the program/project status, schedules, and DoD reporting.
- Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
- Ability to obtain an active Secret Clearance
- Up to 10% travel
