Position Description

Our Senior Government Property (GP) Manager, located in Crystal City, Arlington, VA, supports the F-35 Directorate of Acquisition and Integration (DA&I) in its role managing JPO functions as they relate to business operations, foreign compliance, process improvement, cost, requirements, and acquisition.  The Joint Strike Fighter Program Office (F-35) is responsible for the design, development, production and sustainment of the new F-35 aircraft for the nine Partner Nations and any FMS cases.  The work efforts support the US Services and friendly foreign forces, and are critical to the defense posture of the United States and the free world.  The GP Manager will be responsible for "cradle to grave" acquisition management of all the Government Property on the F-35 program.  

 

In this role, you will:

 

  • Create and review procedures for distribution and inventory management to maximize JPO satisfaction and minimize cost.
  • Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals.
  • Be familiar with Financial Improvement & Audit Readiness (FIAR) compliance.
  • Participate in numerous meetings to support the JPO to include but not all inclusive, Defense Property Accountability System (DPAS), Property Working Groups, and JPO Plan of Action and Milestones (POA&M) meetings.
  • Analyze Contract Data Requirements Lists (CDRL) for erroneous information such as missing stock numbers, missing/incorrect price, inventory timeframes, etc. and work on actions for corrections.
  • May provide Government Furnished Property (GFP) training describing conditions under which GFP should be provided and the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses required to support the provision of GFP, and describing Contractor Acquired Property (CAP), Bailment, Exchange, or Sale, Use and Rental, and Loans.
  • Perform a variety of tasks. May lead and direct the work of others.
  • A wide degree of creativity and latitude is expected.  
  • Additional tasks and responsibilities may be assigned by the Directorate as necessary to manage Government property.
  • Enhance product workflow by analyzing and developing logistics plans that affect distribution and inventory.

Qualifications

To be successful in this role, you must have: 

  • The ability to provide onsite support at the Crystal City, Arlington, Va one of the following F-35 Joint Program Office (JPO) location no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer.
  • Ability to obtain and maintain an active Secret clearance.
  • Master’s Degree in the stated discipline or a Bachelor’s Degree plus 4 years additional work experience related to the labor category functional description.
  • Experience in program management, technical, or business analysis discipline; and included in the ten (10) years, there must be at least four (4) years of hands on and relevant Government Property Management system and administration experience supporting major weapon systems and components development.
  • Demonstrated knowledge of Federal Property Management Regulations to include item unique identification and valuation (IUID) and associated processes and requirements.
  • Demonstrated knowledge of reporting, reutilization, storage, and disposal of Government assets.
  • Demonstrated knowledge of industry or military property management best practices for the management of Government Property.
  • Demonstrated knowledge of DoD policy and documentation related management of military acquisition programs (as specified in the DoD 5000 series).
  • Demonstrated knowledge of DoD program acquisition for domestic and/or international military programs.
  • Up to 10% travel
