Compensation Range : $213,018 - $271,778 annually.
The San Francisco Health Service System (SFHSS) is dedicated to negotiating and administering comprehensive health benefits for over 123,000 employees, retirees, and their dependents from the City and County of San Francisco, the San Francisco Unified School District, the Community College of San Francisco, and the San Francisco Superior Court. SFHSS manages a benefits budget of over $1.9 billion and an administrative / operations budget of $19 million, both of which are subject to approval by the Board of Supervisors.
Reporting to the San Francisco Health Service System Board, the Executive Director of SFHSS is responsible for the overall strategic planning, administrative, and operational effectiveness of SFHSS. The Director oversees all divisions within SFHSS, including Administration, Finance, Operations, Data Analytics, and Well-being. The Director's responsibilities include setting organizational objectives, monitoring performance, ensuring compliance with laws, and managing relationships with various stakeholders.
Duties include :
- The Director is responsible for developing, negotiating, and implementing employee benefit programs, ensuring the smooth overall functioning and management of all divisions within HSS.
- The Director establishes and updates the operating budget and the Healthcare Sustainability Fund, working to obtain the Board of Supervisors’ approval of rates and benefits annually.
- The Director develops a multi-year strategy for health benefits programs for employees and retirees, setting appropriate priorities and developing contingencies to meet System objectives.
- The Director cultivates key relationships with elected officials, key departments, and other public entities.
- The Director ensures compliance with all laws, anticipates changes in the legislative and regulatory environment, and directs the preparation of important records and reports.
- The Director ensures excellent customer service and resolves member complaints and grievances in a timely manner.
- The Director provides analysis and well-supported advice on policy initiatives related to administering various benefit programs.

Education : Possession of a baccalaureate degree from an accredited college or university; AND
Experience : Increasing levels of responsibility in employee health benefits policy, design, and administration, with a minimum of 5 years of management-level experience including 3 years of senior management / executive level experience. All experience must include supervisory experience.
