This system is a continuum of comprehensive services that helps break the cycle of adversity and provide families with enough opportunity to change their lives and their communities.

SGA’s Early Head Start Home-based program serves children 0-3 years and pregnant women within the city of Chicago through weekly home visits engaging both the caregiver and the child. Additionally, families participate in bi-monthly group socializations, parent training, governance, and field trips.

As part of the research-based Head Start program, all children and their families receive wraparound services to ensure the healthy development and success of the child. The Home-Based Program Coordinator provides the overall leadership and guidance to the EHS team to ensure compliance with the Head Start Performance Standard (HSPS). They are the liaison between the funder and the families and provide administrative direction to ensure policies and procedures are in place, implemented, and monitored; reports are completed on a timely basis; training and professional development is on-going; and ensures a supportive, efficient culture within the program.

MAJOR DUTIES AND RESPONSIBILITES

Administrative & Monitoring

  • Provide oversight to the implementation of HSPS content areas (Program Design & Management, Governance, ERSEA, Education & Disabilities, Family & Community Engagement, Health & Safety, Mental Health and Transportation) for the Home-based Early Head Start Program serving children ages zero to three and pregnant women.
  • Monitoring of the program and monitors monthly in-kind documentation and provide to the fiscal team.
  • Ensures the program maintains full enrollment with a 20% always waiting list, and verify all new intakes are error free
  • Work with ERSEA Specialists to develop and implement an active and on-going comprehensive recruitment plan, plan and facilitate recruitment events
  • Provide leadership for the program in implementing monitoring procedures, annual self-assessment, federal reviews, Program Improvement Plans, Community Assessments, and the Program Information Report (PIR).
  • Collaborate with Health Specialist to facilitate annual OAE events for all returning participants
  • Develop and implement program policies and procedures to ensure compliance with HSPS and Start Early requirements.
  • Complete reports and monitoring of program implementation in all content areas as required by the funder.
  • Oversee partnership agreements with consultants to ensure the services are being implemented as outlined in the Scope of Service.
  • Review and approve timesheets, time off, and support HR with documentation of personnel files according to HSPS and the funder.
  • Ensure the completion of purchase orders, check requests, in-kind documentation
  • Update the parent handbook, program calendar, consent forms and other fiscal/administrative policies according to SGA policies and procedures.
  • Attend monthly liaison meetings and trainings, aside from EHSN HB meetings as required

Personnel & Support

  • Responsible for the hiring, training, and quarterly monitoring of professional development plans of staff within the program.
  • Fill staff vacancies within 30 days of posted
  • Ensure all staff complete all onboarding procedures before the start date and meet the qualifications for their role based on Head Start Program Standards. HSPS.
  • Responsible for maintaining personnel files with current documentation in Child Plus
  • Provide monthly reflective supervision for Home-based Supervisors, ERSEA Specialists, and Health Specialist.
  • Facilitate at least monthly all staff meetings for the Start Early team and plan annual in-service week for the team.

Client Engagement

  • Responsible for PPC annual elections, coordinate and facilitate monthly Parent Policy Committee meetings ensuring compliance with HSPS.
  • Plan annual parent orientation and facilitate monthly parent trainings and workshops
  • Ensure parents are engaged in the interviewing and approval process for all staff hires and terminations.
  • Participate in the monthly Head Start Advisory Committee meetings and/or Health Mental Health Advisory Meeting
  • Encourage parent policy committee leadership to participate in monthly Start Early Policy Council meetings.
  • Provide support to the team with the implementation of group socializations, field trips, recruitment events, and other special projects.
Requirements:

QUALIFICATIONS FOR THE JOB

Education:

  • Bachelor’s degree in early childhood education, or BA in social work, psychology, or related field and equivalent coursework in early childhood education.

Minimum Gateways Credentials

  • ECE or Family Specialist Credential level 2
  • Infant Toddler level 2

Experience:

  • A minimum of 4 years' experience working with 0-3, including infants and toddlers, and expecting mothers is required.
  • Supervision or Administration experience is required
  • Bilingual Spanish/English.

Other:

  • Sensitivity to cultural diversity is required. Ability to communicate and cooperate with diverse families, various professionals, and community groups.
  • Must be able to make home visits to present, prospective and former clients in the clients’ own home.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups
  • Exercises discretion and independent judgment in executing tasks.
  • Must demonstrate the ability to establish helping relationships with families of varying educational, experiential, and socio-economic backgrounds and handle emergency and crisis situations.
  • Ability to uphold the Head Start Program Performance Standards in all content areas.

KEY COMPETENCIES

  • Competent in Microsoft Office tools and inputting services in an online database.
  • Schedule may be flexible and may include some evening and weekends.
  • Must have access to a vehicle, valid driver’s license, and proof of insurance.

PHYSICAL REQUIREMENTS

  • Must be able to remain stationary 50% of the time
  • Must be able to frequently move inside the office to access file cabinets, office machinery, etc.
  • Must be able to transport oneself to and from home visits
  • Occasionally ascends/descends stairs
  • Constantly positions oneself to assist children during activities.
  • Frequently moves desks, chairs, tables, easels, and children's toys.
  • At times may be required to lift and carry up to 25 lbs. for various events
  • Frequently moves in outdoor weather conditions
