General Characteristics
- The Quality Engineering Consultant is responsible for establishing and implementing quality assurance and compliance processes for the IT organization. This role works closely with the PALM Project Manager and Project Director to develop and implement an overall quality maturity roadmap and plan for each OSCA functional area. The consultant collaborates with development, testing, and production teams to develop, publish, and implement software quality assurance plans. Regularly reviewing progress with IT leaders, technical teams, and customers, the consultant ensures necessary modifications are made to maintain compliance and efficiency.
- Key responsibilities include establishing internal IT service quality control standards, policies, and procedures, as well as monitoring, evaluating, managing, and executing audit processes. The consultant coordinates and facilitates quality assurance activities across projects, providing guidance and subject matter expertise on QA methodologies and processes. They educate teams on their responsibilities/accountabilities to achieve on-time and quality deliverables. Additionally, the consultant makes recommendations and directs improvements to the software development lifecycle process, documenting non-compliance to policies, processes, and standards and assisting in their resolution.
Responsibilities
- Analyze critical application and data accuracies to identify overall performance and quality trends.
- Conduct targeted reviews of QA targets and test scenario results for adherence to expected results, business processes, and functional outcomes.
- Identify correction, prevention, and improvement opportunities and facilitate their implementation.
- Monitor proposed changes to operational procedures and business processes to ensure compliance with expectations.
- Facilitate team and user meetings effectively.
- Resolve and escalate issues in a timely manner.
- Review status reports and documentation prepared by the team and provide updates.
- Ensure project documents are complete, current, and stored appropriately.
Education & Experience
Education:
Bachelor’s or Master’s Degree in Computer Science, Information Systems, Business Administration, or a related field, or equivalent work experience.
Experience:
- Minimum of 7 years of IT and business experience, including at least 5 years in Quality Assurance.
- 2 to 3 years of audit, assessment, or other relevant experience.
- Experience with PeopleSoft Financials version 9.2.
- Experience planning and implementing organizational change management activities.
- Experience working with PeopleSoft Financial Modules, such as General Ledger, Accounts Payable, Accounts Receivable/Billing, Asset Management, Commitment Control, Purchasing, Contracts, and Grants.
- General understanding of application programming, database, and system design.
- Strong track record of meeting project objectives.
- Ability to adapt to shifting priorities, demands, and timelines through analytical and problem-solving capabilities.
- Excellent written and oral communication skills, along with strong interpersonal skills.
Knowledge, Skills, and Abilities
- Expertise in PeopleSoft Financials Modules.
- Strong understanding of application programming, database, and system design.
- Experience in quality management and improvement methodologies such as Total Quality Management (TQM), Six Sigma, and SEI-CMM.
- Ability to analyze critical application and data accuracies to identify performance and quality trends.
- Strong facilitation skills for team and user meetings.
- Problem-solving and escalation management skills to address issues in a timely fashion.
- Proficiency in documenting and maintaining project-related documentation.

This is an expert/lead technical role requiring advanced PeopleSoft Financial functional skills. The consultant will work on a complex project with statewide impact, requiring subject matter expertise in multiple financial process areas. They will provide strategic direction, guidance, and integrated solutions for enterprise-wide quality engineering initiatives.
