We are seeking an experienced Clinic Manager to oversee the day-to-day operations of our healthcare facility. The ideal candidate will have a background in healthcare management and be well-versed in FQHC standards. This role is responsible for ensuring the smooth functioning of the clinic, maintaining a high level of patient satisfaction, and providing leadership to the healthcare team.



Summary/Objective: An employee working as a Clinic Operations Manager with Shasta Cascade Health Centers (SCHC) is responsible for the overall and day-to-day operations of one or more health center locations. This management extends from the operations to the centers support staff.



Essential Functions and Responsibilities:

1. Responsible for day-to-day health center operational management and staff oversight of the health center(s).

2. Ensures that the center is operating effectively and efficiently, oversees site productivity and quality, all consistent with SCHC’s mission.

3. Recommends and defines goals and objectives for site operational performance.

4. Works in collaboration with the Director of Quality and Site Supervisor/s to maintain well organized clinics and cohesive teams.

5. Collaborate with Director or Quality and/or COO on various health center projects to develop and maintain both new and existing program outcomes

6. Under the direction of COO, and in collaboration with Director of Compliance and Medical Director, recommends and implements policies, procedures for health center operations

7. Maintains knowledge of, and complies with, personnel, nursing, medical, and clerical policies and procedures.

8. Coordinates and collaborates with other departments in establishing and carrying out responsibilities.

9. Coordinates staffing needs by being on-call before the start of the workday and communicating with other Clinic Operation Managers if staff are needed from other health center sites.

10. Collaborates with Human Resources to maintain knowledge of California wage and hour laws to effectively coordinate and approve lunch periods, breaks and overtime.

11. Develops staff schedules monthly and assists Human Resources with attendance tracking and payroll, accordingly.

12. Advises the health center leadership team and health center staff regarding day-to-day health center operations, including long and short term staffing requirements and facility needs.

13. Responsible for training and developing employees to ensure they are capable for performing their job duties including OSHA and CLIA requirements.

14. Oversees health center staff proficiency and competency, completes performance evaluations, performance improvement plans and investigations for the health center staff and seeks guidance from Human Resources when applicable.

15. Documents employee performance / behavior counseling and refers such information to Human Resources to follow through on when employee suspension or termination is needed.

16. Builds and blocks providers schedule in electronic health record and communicates changes to appropriate recipients.

17. Presents monthly performance reports to the COO.

18. Identifies problems related to the quality of patient care and reports problems to the Director of Quality.

19. Oversees that supplies, equipment, utilization of staff, support staff, productivity standards, laboratory functions, patient communication, referral systems, patient phone management are in place and utilized at the site.

20. Develops recommendations and presents matters requiring a non-routine financial decision to the COO.

21. Participates in the Clinic’s performance improvement activities and ensures staff perform duties in accordance with applicable standards.

22. Assists with site reviews and audits from federal, state and health plan levels.

23. Performs site audits at least monthly to ensure that medications are not out of date and operational controls are in place and properly utilized.

24. Maintains liaisons with all departments to facilitate timely medical care for patients.

25. Maintains positive and professional attitude toward other employees and staff.

26. Provides and/or coordinates for the continued education as found to be needed by others employees to maintain a high medical standard.

27. Plays a role in marketing health center services by developing positive relations with the public including attending events outside of the health center.

28. Oversees daily checklist of front office, nurse and medical assistant staff, assists in chart audits.

29. Coordinates and assists with practice codes, fire drills and other training.

30. Assists with patient emergency situations, rooming patients and answering phones as needed.

31. Performs other necessary duties as assigned.

3.Maintain confidentiality by following all applicable HIPAA regulations.

4. Respect SCHC equipment used to perform job tasks.

Supervisory Responsibilities:

Supervises the Front Office and Back Office staff of the assigned health center site.

Work Environment:

This job operates in a professional medical clinic environment with potential exposure to blood and body fluids and other hazardous substances. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Travel:

Travel may be required between clinics on a daily basis depending on staffing and supervision requirements. Travel may occasionally be required for training purposes. If personal vehicle is used for specified job-related errands or travel to/from training events, mileage will be reimbursed as specified in the Employee Handbook.

Qualifications

Education, Experience, Certifications, Licenses and Registrations:

1. Bachelor's degree preferred.

  • Three to five years’ experience in health care role required.
  • Health care management/ supervision experience preferred.
  • Has the ability to effectively communicate with providers, clinical staff and administrative staff.
  • Has a thorough knowledge of medical record requirements.

2. Basic Life Support (BLS) certification, or ability to become certified.

Skills and Competencies:

Verbal and written communication proficiency, ethical conduct, flexibility, initiative, ability to multi-task, time management, highly organized, detail orientated. Customer services skills, sensitivity to client needs, remains calm in emergency situations, upholds strict confidentially requirements. Is able to direct and manage staff efficiently. Familiarity with computer processes, including word processing and spreadsheet programs.

While performing job duties, the employee is regularly required to talk and hear. The employee is frequently required to stand, walk, reach with hands and arms, and use hands and fingers.

  • Ability to communicate effectively in person, by phone and by email.
  • Ability to visually interpret printed materials, memos, and other needed paperwork.
  • Ability to lift or move objects weighing up to 20 pounds.
  • Ability to sit for long periods of time, kneel, squat and perform CPR.
