Purpose
The job of Director - Transportation is done for the purpose/s of planning, organizing and directing the activities and operations of the Transportation Department; supervising and evaluating the performance of assigned personnel; and providing information to others.
This job reports to the Associate Superintendent, Administrtive Services Division.
Essential Functions
- Communicates with other staff, administrators, districts' school personnel and outside organizations for the purpose of exchanging information, coordinating services, and resolving issues and conflicts in policies and regulations that may result in some negative impact and/or liability if not appropriately addressed.
- Coordinates and manages program components and departmental responsibilities (e.g. school bus maintenance-related activities, proposals for special repair and deferred maintenance, audits of vehicle maintenance related services, inspections, preventative maintenance programs, field trip requests, etc.) for the purpose of achieving organizational objectives, and ensuring compliance with legal and financial requirements.
- Drives a school bus for the purpose of performing behind-the-wheel demonstrations, and substituting as a County Office bus driver when needed to transport passengers over scheduled routes to and from school and/or field trips in a safe and timely manner.
- Facilitates and participates in a variety of meetings (e.g. IEP meetings, health and safety, local and state level meetings, etc.) for the purpose of conveying and gathering information, serving on relevant committees, and conducting trainings.
- Monitors fund balances of assigned programs and related financial activity (e.g. budgets, CARB grant, Small School Bus Replacement Grant, purchasing supplies and equipment, etc.) for the purpose of analyzing and reviewing budgetary and financial data, and controlling and authorizing expenditures in accordance with established limitations and regulation.
- Performs personnel administrative functions (e.g. interviewing, hiring, training, supervising, evaluating, disciplinary actions, recommending terminations or transfers, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved.
- Prepares and maintains a variety of narrative and statistical reports, records and files related to assigned activities and personnel (e.g. analysis of efficiency and cost effectiveness of transportation services,IDEA FAPE documentation, technical specifications, bid documents, contracts, repair and replacement plans, school bus safety plans, driver license certification expiration dates notifications, etc.) for the purpose of documenting activities, providing written reference, and meeting mandated requirements.
- Procures supplies and equipment for the purpose of ensuring availability of required items for transportation department.
- Provides individual and group training and instructional activities for County Office school bus drivers for the purpose of serving as a State-certified bus driver instructor, evaluating and reviewing bus drivers' and applicants' job knowledge and complying with state requirements.
- Responds to inquiries from internal and external parties (e.g. students, parents, staff, highway patrol, CA Dept of Ed staff, etc.) for the purpose of providing the necessary information regarding transportation services and/or related incidents, vehicle maintenance, emergency situations, drivers' records, and special education students medical protocol and transportation services.
- Serves as liaison between contract districts for the purpose of providing information relating to contract services, establishing policies and procedures, resolving issues, and coordinating transportation services.

- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: operating standard office equipment including utilizing pertinent software applications; planning and managing projects; budgeting and financial management; developing effective working relationships; and management of transportation operations preferably with a school organization.
KNOWLEDGE is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: state and federal guidelines related to school transportation; personnel processes; pertinent codes, policies, regulations and/or laws; education code; and budget management and accounting.
ABILITY is required to schedule a number of activities, meetings, and/or events; gather and/or collate data; and consider a number of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with data of varied types and/or purposes; and utilize a variety of job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is moderate to significant. Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a department, large work unit, and/or across several small work units; monitoring budget expenditures. Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing, and/or pulling, some climbing and balancing, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally the job requires 70% sitting, 20% walking, and 10% standing. The job is performed under some temperature extremes and in a generally hazard free environment.
Experience Job related experience within a specialized field is required.
Education Bachelor’s degree in job-related area.
Equivalency Any combination equivalent to: bachelor’s degree with major course work in related fields; and four years’ increasingly responsible job-relevant experience; and demonstrated competence in managing a transportation operation preferably with a school organization.
The stated education and experience requirements are the preferred minimum qualifications for this job. However, relevant experience to substitute for the education requirement and relevant education, certificates and/or licenses to substitute for the experience requirement may be allowed.
