ABOUT THE DEPARTMENT

Shasta County Fire department's mission is to stand ready to protect life, property and the environment utilizing our trained and equipped personnel. This includes structural and wild-land fire control, first response medical care, and assistance to other emergency service agencies.

We are a full-service fire department that serves both rural and urban areas throughout Shasta County. Our department is staffed by highly trained and experienced firefighters, paramedics, and other emergency responders who are committed to protecting the lives and property of our residents.

ABOUT THE POSITION

Under general supervision, review and check commercial and residential building plans for code compliance regarding fire and life safety; inspect residential care facilities for code compliance; conduct business fire safety inspections for code compliance; and perform related work as required.

DISTINGUISHING CHARACTERISTICS

The Inspector performs routine residential building plan review for compliance with the Shasta County Fire Safe Standards, performs routine commercial building plan review for compliance with the Shasta County Fire Safe Standards and applicable and adopted sections of the California Fire, Mechanical, and Building Codes. Inspectors will be required to possess a working knowledge of the applicable sections of the California Fire, Mechanical, and Building codes as those codes apply to fire and life safety. Inspectors will be required to perform business occupancy inspections, residential care facility, and school safety inspections. Inspectors will be required to perform on-site inspection duties during construction of buildings, roads, and other aspects relating to land use development.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

Inspects buildings and other aspects of land use development to insure compliance with fire and life safety requirements and approved plans and specifications; assists and advises the general public in matters relating to fire and life safety requirements; reviews plans for code compliance; investigates complaints; prepares written reports; issues notices to correct code violations; performs various office work such as keyboarding/typing using a word processor or typewriter, filing, alphabetizing, answering phone calls, maintaining calendars and databases using Microsoft Word and Excel software, and operating various office machines; composes letters that are clear and comprehensive utilizing proper vocabulary, grammar, and spelling; checks reports and data for accuracy; enters data into data management system. May be required to perform public speaking. Performs other related duties as necessary.

QUALIFICATIONS

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of:
Building and related codes and ordinances enforceable by the County, specifically applicable sections of the California Building Code, California Fire Code, California Mechanical Code, and Shasta County Fire Safety Standards; State and Federal regulations; National Fire Codes; and basic computer use.

Ability to:
Read and interpret building plans and specifications for compliance with applicable sections of various Codes; perform on-site inspections for compliance with Codes and initiate appropriate enforcement actions; maintain cooperative working relationship with builders, contractors, developers and the general public; enforce corrective actions in conformance with the various Codes by way of verbal communication, written documentation, and/or issuance of citations with firmness and tact; independently resolve routine problems or situations requiring the exercise of good judgment; enter data into data management system; maintain records and prepare written reports; must be physically capable of safely moving about on construction sites, steep terrain with dense vegetation, work in environments where the ambient air temperatures are extremely high.

Employee must be willing to attend job related coursework as needed and directed.

MINIMUM QUALIFICATIONS

It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

A. One (1) year of experience as a building inspector with a city or county building department, including experience reviewing building plans for compliance with adopted building and fire codes and experience conducting on-site inspections during all phases of building construction.

OR

B. One (1) year of experience with a fire department of a city, county, or fire district fire agency including the following experience:

  • Reviewing building plans for compliance with adopted building and fire codes

OR

  • Conducting on-site life safety or business occupancy inspections

SPECIAL REQUIREMENTS

  • Possession of a valid California driver’s license.

  • Possession of a Fire Plans Examiner Certification through the International Code Council is
required within one (1) year of employment.

  • Successfully completing and obtaining certification of three (3) or more of the following courses from the California fire Service Training and Education System within one year of employment:

  • Fire Inspector 1A: Duties and Administration (2014)

  • Fire Inspector 1B: Fire and Life Safety (2014)

  • Fire Inspector 1C: Field Inspection (2014)

  • Fire Inspector 1D: Field Inspection – California Specific (2014)

  • Fire Inspector 2A: Fire Prevention Administration (2014)

  • Fire Inspector 2B: Fire and Line Safety Requirements (2014)

  • Fire Inspector 2C: Inspecting New and Existing Fire & Life Safety Systems and Equipment (2014)

  • Fire Inspector 2D: Hazardous Materials, Operations, and Processes (2014)

Failure to obtain and/or maintain certifications as outlined above will result in the incumbent becoming disqualified from further employment as a Fire Safety Inspector with Shasta County.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

The physical demands described are representative of those an Inspector shall possess to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this job, the employee is frequently required to talk, listen, speak, write, stand, walk, sit, use hands and fingers, handle or feel, reach with hands and arms, climb, stand, balance on narrow items, stoop, kneel, crouch, or crawl. The Inspector must be able to lift and/or move at least 40 pounds up to eye level. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Additional physical demands are: be able to walk on steep, rocky terrain, drive during inclement weather, walk on roofs, climb ladders, crawl in confined spaces, crawl in hot attics, conduct inspections in businesses that might have extremely hot air temperatures, and conduct land development inspection during extremely hot air temperatures.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to fumes or airborne particles. The employee may be exposed to moving mechanical parts, high precarious places, toxic of caustic chemicals, and the risk of electrical shock. The noise level in the work environment of some businesses may be unusually loud.

The employee may work with law enforcement officers and interact with members of the public who are under extreme stress.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 9.5% his/her pay to this plan or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
