The Employment Specialist will be a split-location role in both West Virginia and Maryland. Work responsibilities include 70% of the time working throughout the community in West Virigina (with local office space in Hagerstown, MD) and the remaining 30% of time will be spent as needed at our central location Baltimore, MD. Must be willing to travel for this role. 

General Summary:

This is a direct service position, helping homeless veterans gain meaningful employment through industry-recognized trainings, resume development, job search assistance as well as case management. Primary responsibilities include workforce development activities that include: job search and coaching, community partnerships, resume development, benefit linkages and a strong understanding of the challenges facing homeless veterans. In addition, the case manager/employment specialist II provides case management that addresses underlying barriers to employment, including health, behavioral health, benefits linkage, among other resources. The case manager/employment specialist II works with colleagues to help stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.

The position requires an understanding of employment and vocational training services within the Baltimore region and throughout the state of Maryland, especially those targeting veterans. The Case Manager / Employment Specialist II is expected, through training and experience, to exercise independent judgment with supervision of the Project Director.

Principal Responsibilities and Duties:
  1. Provide exemplary workforce development services to veterans, connecting veterans to industry-recognized training, job linkage services as well as case management services.
  2. Provide on-site and off-site job coaching services.
  3. Provide a range of Workforce Development services.
  4. Participate in job development/analyze potential job sites at area businesses.
  5. Assist in establishment and maintenance of relationships with external service and employment agencies.
  6. Perform outreach in service designated areas via job fairs, resource events, and with community partners to increase program performance and enhance employment services.
  7. Educate clients about entitlement systems and their responsibility for reporting required employment information to Social Security, DSS, IRS, etc.
  8. Assist clients in accessing external resources and work incentives necessary to support vocational plans.
  9. Work with the Disabled Veterans Outreach Specialist (DVOP) to register veterans at the American Jobs Center for employment services required by the Department of Labor.
  10. Collaborate with appropriate agencies developing and monitoring clients' vocational plans.
  11. Promote effective relationships among clients, families, and service providers, and educate them where appropriate regarding HVRP services.
  12. Assist in planning and implementing employment recognition activities.
  13. Maintain current, accurate, and complete documentation related to delivery of employment services.
  14. Strong understanding of HVRP policy guidelines and adherence to performance measures.
  15. Perform weekly audits of HVRP enrollment case files.
  16. Make follow-up telephone calls to verify employment retention every 30 days (up to 270 days).
  17. Maintain employment contact information for each veteran who has been placed (logbook).
  18. Ensure proper documentation is filled out entirely and placed in each case file.
  19. Ensure IEP and case notes are complete and detailed.
  20. For those veterans who have received training, ensure that all training documents are in the case file. Including all receipts pertaining to cost of training.
  21. Ensure that at least 80% of all enrolled veterans received some type of training, be it paid or
  22. Initiate communication with supervisor regarding concerns, ideas, input, suggestions, or problems.
  23. Attend assigned CoC meetings routinely
  24. Ability to present and conduct HVRP service overview publicly to varying entities to aide in outreach efforts
  25. Work with Senior Employment Specialist, Project Director and Intake/Outreach Manager to identify new community partners (Human Resources, Food Pantries, Shelters).
  26. Perform other duties as assigned by the Project Director.
Knowledge, Skills, and Abilities Required:
  1. Bachelor’s degree in Human Services preferred but not required. Related field experience considered. At least two years positively referenced relevant work experience.
  2. Veterans with one year of relevant experience will be considered in lieu of Bachelor’s degree.
  3. Must possess a valid state Driver’s license with a driving record that meets Sheppard Pratt regulations.
  4. Must have access to a 4-passenger vehicle that meets Sheppard Pratt inspection requirements and vehicle insurance that names employee as insured driver.
  5. Interest and ability to collaborate with external agencies, employers, vocational training organizations and other services and benefit organizations serving veterans.
  6. Knowledge of effective employment and training interventions and their application to homeless veterans.
  7. Case management skills, including ability to support a collaborative process to assess, plan, implement, coordinate, monitor, and evaluate options and services to meet individuals’ employment needs through communication and available resources to promote quality, cost- effective outcomes.
  8. Ability to establish and maintain empowering, trusting relationships with veteran clients.
  9. Ability to establish and maintain successful relationships with employers and training providers.
  10. Evaluation, documentation, and quality improvement knowledge and skills.
  11. Knowledge of community resources intrinsic to holistic case management, including food, transportation, substance use treatment, mental health, and housing.
  12. Ability to assess effectively, the functional capabilities, level of job readiness and service needs of clients and to employ appropriate and effective interventions in a wide range of interactional situations.
  13. Ability to communicate the project mission to the community through on-going interactions with neighbors, business people, etc.
  14. Ability to communicate effectively orally and in writing.
  15. Ability to perform individual assessment, planning and implementation in both structured and unstructured settings.
  16. Ability to work as part of an interdisciplinary team.
  17. Skill in time management and organization of job activities.
  18. Technology skills.

The pay range for this position is $21.63/hr minimum to $23.34/hr maximum.  Pay for this position is determined on a number of factors, including but not limited to, years and level of related experience.
