Title: FINANCE COORDINATOR - FULL TIME WITH BENEFITS

Salary Range $56,120 - $65,370

Job Summary: The Finance Coordinator works closely with the Director of Business Services / CFO and Deputy Director of Finance to support the financial operation of Shiawassee County Regional Education Service District (SRESD) and the districts for which SRESD provides financial services. The person in this position is responsible for coordinating with the and engaging with Business Office staff to make sure all business office processes are completed within appropriate timeframes and in an effective and efficient manner. Primary areas of knowledge and responsibility include budget development and monitoring, grant administration and reporting, cash flow, debt, and investment monitoring and analysis, taxable value and tax collection reporting, financial year-end and audit preparation and reporting, and balance sheet reconciliation. The Finance Coordinator is familiar with payroll, accounts payable, and cash receipt processes and serves as a back up to the specialists in the Business Office.

Required Education and Experience

· Minimum Associate degree in Accounting, Finance, Business or a related subject area required, Bachelor’s degree preferred.

· A minimum of two years of related experience preferred.

· Knowledge of school fund accounting systems and procedures preferred.

· Knowledge of payroll processing required.

· MSBO certification is also preferred.

General Job Responsibilities

· Business Office Coordination:

o Approve and process accounting transactions in SchoolsOpen, maintaining roles for adequate segregation of duties.

o Coordinate business office services and processes for Shiawassee County school business offices.

· Budget:

o Coordinate with the Director of Business Services / CFO, Business Office staff, and Departmental Directors to compile, organize, develop, and prepare detailed budgets and budget reports.

o Monitor expenditure and revenue reports and provide analysis related to budget balances.

o Provide recommendations related to areas where cost efficiencies may be realized or where allocations should be adjusted.

o Coordinate with program areas to develop budgets specific to grants and identify appropriate accounting code blocks.

o Use grant systems to enter grant budgets and provide information for grantors as needed.

· Accounting:

o Review financial transactions to verify accuracy and identify potential areas of concern.

o Prepare and process journal entries as necessary to record or correct SRESD financial transactions.

o Coordinate with Business Office staff and program areas to process final close-outs and reports for grants.

o Reconcile balance sheet and operating accounts in the general ledger.

o Coordinate general ledger maintenance to ensure SRESD’s chart of accounts is compliant with state standards and adequately reflects financial information needed by SRESD management.

o Actively participate in the year-end financial book closing process by processing accruals and other transactions necessary to appropriately reflect the financial status of the organization.

o Prepare financial information for the annual SRESD external audit and coordinate with other Business Office staff and the auditors.

· Reporting:

o Coordinate with Business Office staff to ensure timely reporting to the Board of Education.

o Prepare grant reports, cost reports and final expenditure reports.

o Prepare cash flow projections and provide analysis for future cash flow needs and investment potential.

o Provide in-depth financial transaction analysis upon request.

o Prepare and distribute taxable value and tax rate reports.

o Coordinate and assist in state Financial Information Database reporting.

o Coordinate with Business Office staff to ensure timely updates to transparency reports.

o Provide fiscal oversight of Medicaid reporting for SRESD and its local member districts.

o Provide Special Education reporting oversight for SRESD and its local member districts, including but not limited to: SE-4049, SE-4096, IDEA Excess Cost and Maintenance of Effort reporting and review.

· Cash Flow, Cash Receipts, Debt, and Investments:

o Provide back-up to Business Office staff for cash receipting processes.

o Provide back-up to Business Office staff for petty cash processes.

o Monitor cash flow.

o Process cash transfers to meet cash flow needs and maximize investment opportunities.

o Identify, request, and coordinate with Business Office staff to invoice SRESD customers and monitor collections.

o Coordinate with Business Office staff to prepare and process grant draws through the Michigan Department of Education cash management system and record the resulting deposits.

o Coordinate with Business Office staff and record or make sure that miscellaneous electronic bank transactions are recorded accurately.

o Coordinate with Business office staff to ensure timely bank reconciliations.

o Coordinate debt transactions and/or borrowing transactions if necessary.

· Payroll:

o Provide back up to the Payroll Specialists and maintain a familiarity with all payroll processes.

o Review and reconcile payroll accounts and payroll accounting processes.

· Accounts Payable, and Purchasing:

o Provide back-up to Business Office staff and maintain familiarity with all accounts payable processes.

o Provide back up to Business Office staff for procurement processes.

o Coordinate the review and reconciliation of all accounts payable and procurement card accounts and processes.

· SchoolsOpen and Electronic Imaging System Training and Development:

o Attend professional development and training on the SchoolsOpen system.

o Review, analyze, and make recommendations on continued improvement and use of the financial system.

o Provide training and technical assistance to all SchoolsOpen users.

o Maintain security and access rights to SchoolsOpen.

o Coordinate with other Business Office staff to maintain user access and rights for the electronic imaging system.

o Coordinate with other Business Office staff to maintain department and folder structure within the electronic imaging system.

o Work with Business Office staff to ensure appropriate retention periods for all records maintained by the office.

· Other Duties as Assigned

POSITION TYPE/EXPECTED HOURS OF WORK: Some flexibility in hours is allowed, but employee is generally expected to work 5 days per week, 8 hours per day and be available during the core work hours of 8:00 a.m. to 4:30 p.m. (half hour lunch permitted). Occasional evening and weekend work may be required as job duties demand. Regular on-site attendance is expected.

Terms of Employment: This is a full time, 12 month per year, 8 hour per day position. Salary based on candidate experience and benefits as established by the Board of Education. Start date TBD.
