Under the direction of the Business Service Officer I (Supervisor), the Property Controller II, CF (PC II), is responsible for property control at Sierra Conservation Center (SCC) and 31 camps located throughout the State of California. The PC II maintains property records, records and marks and/or tags new and donated property; organizes and directs annual physical inventories. Finalizes all paperwork and coordinates the proper disposal or disposition of surveyed property. The PCII will be required to travel throughout the State of California to perform audits and inventories of the Fire Camps.

Working Conditions

About this location - Sierra Conservation Center (SCC) is located in the foothills near Jamestown, California, in the heart of the Mother Lode Gold Country.It is adjacent to the Stanislaus National Forest, offering pine trees, mountain streams, and an abundance of recreational activities (fishing, swimming, camping, skiing, golfing, etc.).The prison is approximately 70 miles from Yosemite National Park.

The primary mission of SCC is to provide housing, programs and services for minimum and medium custody incarcerated individuals, to aid in their rehabilitation. SCC is responsible for the training and placement of male incarcerated individuals in the Conservation Camp Program. SCC administers 31 male camps located throughout California.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Methods and practices used in recording, inspecting, maintaining and issuing property to effectively account for state owned equipment/property. Methods and practices used in accounting for and disposing of property to effectively track state owned equipment/property. Taking and recording inventory to effectively control equipment/property inventory. The types of property used in the various State departments, institutions, or districts to effectively and safely move and store equipment/property. Knowledge of office methods and procedures to effectively establish and/or maintain records. Effective supervision and training to oversee and direct inmates in their daily tasks. Property records section of the California State Administrative Manual to accurately mark/tag state equipment/properties. Business Information System (BIS) to ensure fiscal accountability and/or tracking for state equipment/properties.

Ability to: Communicate tactfully and professionally with others using good judgment to disseminate information and respond to inquiries. Supervise the work of others to maintain and provide guidance to inmates when needed. Inspect, determine condition of, and recommend proper disposition of property in accordance with Business Information System, Departmental Operations Manual and Youth Authority Manual. Reconcile inventories against control accounts to track state owned equipment/property. Analyze situations accurately and take effective action to follow through with daily assigned tasks. Instill in others an awareness of their responsibility for all property maintenance and accounting to ensure departmental policies/procedures are followed and completed on a daily basis. Take an accurate inventory to scattered and diverse property to ensure the safety and security of the facility.
