The Director of Human Resources provides professional consultation and support to the community management team and employees in areas such as: Simpson human resources policies and practices; federal and federal labor law and regulations; recruitment, hiring and onboarding process; performance management; employee relations; benefit administration; compensation administration; unemployment compensation; workers compensation; HR organizational effectiveness. This role will partner with management to drive employee engagement and high performance across the community. The Director of Human Resources as a key leader, will report to the community Executive Director and partner with VP of Human Resources in building management strategies toward continuous improvement of HR related initiatives, employee growth and development ensuring that local leaders, management, and employees have effective and accessible Human Resources advice, guidance and solutions.

Responsibilities
- Administers and guides community leadership in human resources-related matters such as employee/labor relations, human resources policy guidance and interpretation, Collective Bargaining Agreement (CBA), performance management and the disciplinary process.
- Manages the grievance and appeals process for both union and non-union employees.
- Provide guidance to supervisors and managers in resolving employee performance and/or conduct issues; provide coaching to supervisors and recommends appropriate corrective action for behavior and performance improvements.
- Analyzes complaints and conducts workplace investigations. Provides managers and employees with counsel and assists management in resolving employee relations issues to reduce legal risk and ensure compliance with federal and state employment laws.
- Coordinates community recruitment activities with the Corporate Talent Acquisition and Retention Manager. Reviews all internal and external applications to ensure that they meet minimum requirements of the position. Conducts a thorough screening and forwards appropriate candidates to hiring manager.
- Communicates verbally with internal candidates not selected for transfer or promotions, paying special attention to maintaining positive employee relations with all involved in the employment process.
- Coordinates new hire orientation and maintains and executes on-boarding and exit processes including identifying trends and recommendations to improve retention.
- Conducts on-boarding process to ensure a positive experience for new employees while ensuring compliance with internal policies and external regulatory requirements.
- Ensures regulatory compliance. Ensures all employee data, files, and training records are current and meets federal and state regulations. Promptly addresses any potential problems reported and or discovered and ensures satisfactory survey outcomes.
- Process community Unemployment and Workers Compensation documentation ensuring compliance and timely response. Represents the community at Unemployment Hearings and Workers Compensation.
- Partner with Executive Directors and community managers to ensure a positive employee experience throughout the community.
- Effectively present critical HR information with audiences at different levels including but not limited to executives, community managers and all employees.
- Provides managers and employees with general benefit and compensation information as well as coaching as needed.
- Assures the effective operation of the performance management system within the client team; guides managers and employees on establishing goals; reviews performance appraisals for correctness and effectiveness.
- Assists employees and department managers with timecard and payroll issues and works with corporate Payroll Administrator to resolve timecard and payroll issues.
- Coordinate events focused on employee recognition and dedication.
- Advocate for employee retention and development.
- Oversee data entry and maintenance of employee records ensuring all employee files meet regulatory standards related to DOH and DHS.
- Performs tasks which are supportive in nature to the essential functions of the job, but which may be altered or redesigned depending upon individual circumstances.
Licenses, Certifications, Registrations: SPHR and SHRM SCP Preferred Related Experience:
- 5 years Human Resource Management Experience in union/ non-union environment.
- Excellent interpersonal, written, and verbal communication skills

- Experience with various HRIS/payroll/applicant tracking systems.
