Summary
Generate, audit and process payroll batches for over 800 employees. Ensures the accuracy and integrity of the Cayenta Financial systems. Maintains structure and tests payroll and accounts payable processing system for accuracy. Acts as Workgroup Manager for staff under the guidelines of the Auditor’s office.
Generate batches for salaried employees and misc earnings. Audits and provides backup support for Junior Districts payroll to ensure accuracy and compliance with County and Personnel Policies, Union Contracts, State and Federal Laws and Regulations, and any applicable contractual arrangements.
Create reports, upload and process payments to DRS, maintain employment status with DRS for all employees. Respond to all DRS inquiries related to retirement and earnings. Verifies new hire letters and deductions setups for accuracy.
Process all quarterly taxes and reports for filing 941’s, LNI, ESD, PFML, and Wa Cares. Process all ACH payments to DSHS, 941 filing, and multiple deferred compensation plans. Create IGT’s for HSA, medical and Dental, and others as needed. Respond and setup deductions for 60-day lien notices and other garnishments.
Process leaves for employees and create and setup time banks as needed. Responsible for reconciling and balance GL’s.
Coordinates, tests and assists with Cayenta updates, upgrades and interfaces from other software. Interfaces with vendor when necessary to work through system issues. Creates and maintains payroll tables in Cayenta for all groups. Ensures that procedures are updated, processes are defined and staff is trained. Assists system administrator with year end closing procedures.
Oversee and approve vendor master file additions and changes. Reconcile and print W-2’s and 1099’s for County and Jr. Districts at year end.
Audits scanned files and interfaces with the Records department for fiche system maintenance and records storage requirements including HIPPA compliance. Administers accounting department paper storage in accordance with SAO retention requirements.
Research and develop aspects of Cayenta Financials to better utilize the tools offered through the software. Create custom reports for Payroll using Access and the tables as provided.
IS Workgroup team member for the accounting staff. Lead position for troubleshooting printer problems and submitting work orders to the Helpdesk. Initiates FTP payment. Monitors submissions for completeness and prepares entries into general ledger for all county departments.
Documents and maintains all departmental processes and procedures. Maintain employee files.
Establish and maintain regular in-house training programs for Accounts Payable, Payroll and Jr Districts. Trains new accounting department employees on various tasks.
Supervisory
Position is not supervisory serves as a lead.

Assists with annual audits, preparation of CAFR and other duties as requested by the Chief Accountant.
Supports Jr. District special accounting and reporting projects.

- Salary upon hire is $34.02 to $36.45 per hour (step 1 through 3) depending upon qualifications.
- Progressive increases are based upon years of service with Skagit County, up to step 8 (top step is $43.30/hr.). The Accounting Specialist is Range 15 of the District Court, Courthouse & Parks Teamsters Union salary schedule.

- Department of Retirement Systems and rules regarding retirement contributions.
- Payroll tax requirements and due dates.
- Balancing and creating W-2 and W-3 for the County and the Districts
- Generally accepted accounting and payroll principles, including spreadsheet, database and word processing software.
- Communicate effectively both verbally and in writing.
- Read and interpret financial documents.
- Effectively use keyboard and 10-key.
- Operate standard office equipment such as copiers, fax machines, check signer, microfiche reader/printer, postage meter, and shredder.
