NOTE- This position is contingent upon grant funding. In the event grant funding is discontinued, this position may be reduced in hours or eliminated.

Community Court is a diversion program which addresses the needs of low-level criminal defendants in order to provide intervention and links to community services, such as housing, drug and alcohol treatment, job training, mental health services, and accountability to this population with the goal of reducing recidivism. The Community Court Development Coordinator will be responsible for the initial planning, development, and exploration of funding for a community court system for District Court, Anacortes Municipal Court, Burlington Municipal Court, and Mount Vernon Municipal Court. If the system is successful, the position will be responsible for organizing and supervising the operation of the Community Court.

- Salary upon hire is $40.69 to $43.58 per hour (step 1 through 3) depending upon qualifications.

- Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $54.11/hr.).

The Community Court Development Coordinator (District Court) is Range 29 of the Non-rep salary schedule.

Essential Functions:

Initial Court development responsibilities will include:

Developing a detailed plan of operation for the Community Court, including agreement on the type of crimes to be heard by the Court, the geographic area to be served by the Court, holding facility design and operation, provision of services, case management, follow up services and technology to support the entire operation, and data collection.

Reaching detailed agreement with every agency to be involved in the Community Court project, commitment of resources, operating practices, and other matters necessary to ensure the smooth and effective development and operation of the Community Court.

Developing a total operating and capital budget for the Community Court.

Developing and scheduling court sessions at each participating court.

Making preliminary determinations regarding the need for public and private resources to fully fund the Community Court capital and operational budgets.

Working with grant development team to research and apply for grants to fund the Community Court.

Providing periodic updates to the District Court Presiding Judge.

Communicating regularly with all parties involved in the creation of the Community Court.

Procuring, coordinating, and overseeing the development of the Community Court’s technology support system.

Assembling sufficient information to meet the needs of any elected officials who may need to make decisions about the project’s budget.

Administration of federal grant and verification of completion of interdepartmental funding agreements.

Coordinating internal evaluation of the Community Court Program.

Engage in public outreach and public relations to involve community in activities and opportunities for Community Court support, including making at least one presentation per month to local community groups such as Skagit County Law and Justice Task Force, service clubs like the Rotary, Kiwanis, and Soroptimists, and other community-based/neighborhood organizations.

When Court is established, ongoing duties will include:

Organizing and supervising the operation of the Community Court, including but not limited to coordinating with treatment, social service, mental health, education, housing, and job agencies for community court participants, screening participants for the court, organizing community court provider services at community court sessions, overseeing the court docket, and ensuring adequate review for compliance with court requirements.

SUPERVISORY:
May oversee the work of support staff.

OTHER JOB FUNCTIONS:
May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description, but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

Minimum Qualifications:Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:

  • A Master’s Degree in sociology, psychology, criminal justice, law, or closely related field; AND a minimum of five (5) years’ experience in the criminal justice system.

OR

  • A Bachelor’s Degree in sociology, psychology, criminal justice, law, or closely related field; AND a minimum of seven (7)six to 7 years’ experience in the criminal justice system.

Requires knowledge of:

  • Microsoft Word, Excel and Outlook
  • Operation of standard office equipment including laser printers, fax machine, copy machine, calculator, computer, and scanner
  • Court procedures and policies, case processing, work related laws and codes, and legal terminology.
  • All court functions, local and State to assist legislatures and government officials when called upon for comments on proposed legislation or court procedure information.

Requires the ability to:

  • Work with people in a courteous manner
  • Maintain confidentiality and follow the judicial code of ethics
  • Operate standard office equipment.
  • Communicate effectively both verbally and in writing with staff members, other agencies, and the general public.
  • Work independently and make responsible decisions in accordance with laws and court procedures.
  • Make consequential work decisions in accordance with laws, regulations, and court policies and procedures, often in situations in which there may be little precedent.

LICENSES and/or CERTIFICATIONS:
Valid Washington State driver’s license required.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office or courtroom environment. Extended periods of sitting at the computer requiring repetitive keystroking. Also requires standing, bending, reaching, twisting, kneeling, walking, and lifting up to 50 pounds.

HAZARDS:
Those present in a normal office environment. A physical hazard may occur from agitated defendants awaiting trial, or during trials or hearings, as well as from the general public with threats either verbal, physical or with weapons and exposure to germs from dealing with the public.
