Summary
Whatcom County Superior Court is currently recruiting for a Superior Court Programs Manager.
Whatcom County Superior Court is an independent branch of government and personnel employed under the judicial branch of government. The positions are in accordance with GR 29. Under GR 29, the Presiding Judge is responsible for the daily operations of the Court, which includes working conditions, hiring, discipline, and termination decisions.The position is responsible for assisting the Superior & Juvenile Court Administrator in all areas of Court Administration. The Superior Court Programs Manager functions as a member of the management team and fills in when the Administrator is absent. Areas of responsibility include management of Superior Court programs and projects, and overseeing contact and grant development and administration. This position is responsible for planning, organizing, staffing, coordinating and directing the efforts of staff and other work and community groups to accomplish the mission, goals and vision of the Department and the County. Represents Whatcom County by maintaining a professional approach and demeanor in all activities.
Key duties include:

Responsible for management of Superior Court programs including:
- Family and Juvenile Court Improvement Program (FJCIP)
- Therapeutic Courts
- Pre-Trial Services
- Parents-for-Parents and other assigned programs and projects.
- Develops recommendations and implements strategic short- and long-range plans, programs, goals and objectives for assigned areas. Facilitates and coordinates cooperative planning in conjunction with other divisions, departments and entities. Reviews and updates planning recommendations.
- Directs activities with available personnel and in compliance with guidelines, procedures and regulations. Promotes teamwork within the County. Identifies trends and problems hindering progress and develops and implements recommendations for problem resolution with staff and higher level management.
- Prepares and justifies budget for assigned areas. Monitors and maintains expenditures within approved budget. Implements cost-effective measures and uses resources and technology effectively to increase productivity. Negotiates contracts for services between the department and outside entities or consultants, as assigned. Secures, monitors and assures compliance with grants and contracts. Oversees grant and contract administration including development of specifications, cost estimates and bid documents.
- Participates in the selection of new employees. Determines individual employee needs for training to meet changing system or program demands. Assigns, supervises and evaluates work consistent with assigned job description. Conducts and/or reviews performance evaluations to guide the development of employees, provide a record of performance and ensure consistent evaluations and regular feedback throughout assigned areas. Interprets and applies collective bargaining agreements and personnel policies. Makes recommendations regarding employment actions. Initiates, documents and implements disciplinary actions as approved. Responds to or provides input on disciplinary actions and grievances, as assigned.
- Reviews, interprets and prepares data to analyze and makes recommendations about which programs and/or major project proposals should be initiated, modified or dropped. Interprets policy and makes recommendations for program, policy or procedure changes and assures that appropriate policies, procedures and tasks are created and updated. Directs staff in monitoring enforcement of ordinances, state and federal rules and regulations, policies and procedures. Assesses and assures compliance, and interprets and applies regulations equitably. Makes administrative decisions, as assigned.
- Identifies and addresses customer needs. Responds to or supervises the resolution of the most complex inquiries, complaints, emergencies or requests for information from other departments and the public in a courteous manner. Emphasizes public accountability and a positive public service approach with assigned staff. Represents the County as spokesperson at public meetings.
- Participates in management rotation of on-call duty for the Juvenile Detention Center and responds to after-hours emergencies.

Hours of Work: Monday - Friday 8 AM - 5 PM
SALARY: Unrepresented Range 11: Hiring rate depends on qualifications.
This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any approved Cost of Living Adjustments (COLA).
Qualifications
Required Qualifications:
- Bachelor’s degree in criminal justice, psychology, sociology, public administration or a related field AND
- 5 years of progressively responsible related experience INCLUDING
- 3 years of supervisory experience.
- Experience with program management (specifically behavioral health programs) and with developing and managing grants and contracts
- Experience in court or legal procedures and working with juveniles.
- Experience with grant writing and monitoring.
Additional Requirements:
- Background check must meet County criteria including disclosure of serious crimes and sex crimes per RCW 43.43.
- Must pass a polygraph examination.
- Must complete National Association of Court Management Core SRT within six (6) months of hire.
