What are the responsibilities and job description for the IT Infrastructure Lead position at Skagit County?
Summary
This position has the most intimate knowledge of Skagit County’s technology and infrastructure, strategic growth, and technology roadmap through process improvement overseeing the County networking and systems, including Public Safety system and Cyber Security. The Infrastructure Lead’s primary responsibility is to lead the Network and Systems/Engineering team to ensure customer satisfaction and meet SLAs for service delivery.
As a part of this oversight, they will also be responsible for providing technical assistance to the team and ensuring service and support are provided to the County at agreed levels. This position reports to the Central Services Assistant Director. The Infrastructure Lead ensures policy and procedures are followed and maintained. This position requires a high level of independence and strong communication skills. Organizational ability is important to keep track of all tasks as this position works closely with the IT Project Manager.
- Salary upon hire is $55.16 to $59.09 per hour (step 1 through 3) depending upon qualifications.
- Progressive increases are based upon years of service with Skagit County, up to step 10 (top step is $73.37/hr.). The IT Infrastructure Lead is Range 22 of the Non-Rep salary schedule.
Essential Functions
- Interface with appropriate technical personnel.
- Contribute to the continuity of computer services by providing the necessary technical leadership
- Ensure completion of Business Review to provide IT roadmap and asset lifecycle management
- Drive problem investigations, resolution, and root cause analysis as required
- Meet Key Performance Indicators designated for you and your team such as client satisfaction, SLA’s
- Design and maintain process documentation for the service delivery team
- Adherence to change management processes
- Maintain asset configuration to ensure monitoring and reporting is up to date and accurate
- Responsible for service delivery, escalation, and client satisfaction
- Appropriate delegation of tasks and incidents when required
- To ensure systems, processes, and methodologies are followed according to Skagit County guidelines
- Identify trends and develop strategies to support these trends
- Assist in the development of technical support engineers
- Collaborate and interface with colleagues to build proper development and execution of projects

Direct supervisory responsibility.

Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be:
- A master’s degree in business administration (MBA) with an IT focus, or a specialized IT degree preferred. An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.
- Bachelor’s degree in with an emphasis in Computer Science or a related field is required.
- 8 years in progressively responsible roles within IT, with at least one year in an IT leadership or managerial capacity in an enterprise setting.
- An equivalent combination of education and experience may be substituted which provides the skills, knowledge, and abilities to perform the essential functions of the position.
REQUIRES KNOWLEDGE OF:
- Systems Administration: Extensive experience with server environments, operating systems like Windows Server, Linux, or Unix. Knowledge of virtualization technologies (VMware, Hyper-V, Nutanix, etc.), and cloud platforms (AWS, Azure, Google Cloud).
- Networking: Deep understanding of network architecture, including LAN/WAN, VPNs, load balancers, firewalls, and network security. Familiarity with network protocols and standards.
- Security: Proficiency in cybersecurity principles, compliance with regulations (e.g., CJIS, HIPAA, PCI), and implementing security practices across infrastructure.
- Database Management: Understanding of database systems (e.g., Oracle, SQL Server, MySQL) and their integration into enterprise systems.
- Team Leadership: Proven track record in leading and managing teams of IT professionals, encouraging skill development, and maintaining high team morale.
- Strong Organizational and Planning Skills:
- Project Management: Experience in overseeing large-scale IT projects, including infrastructure upgrades, migrations to the cloud, or implementing new technologies.
- Change Management: Leading organizational change initiatives, particularly around IT infrastructure changes, to ensure smooth transitions with minimal service disruption.
- Budget and Resource Management: Experience in managing IT budgets, forecasting needs, and optimizing resource allocation.
- Vendor and Contract Management: Negotiating with vendors for hardware, software, and services, ensuring contracts meet enterprise needs and compliance.

LICESNSES and/or CERTIFICATIONS:
Valid Washington State driver’s license.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
The majority of work is performed in an office environment. Daily focus on computer screens for 2 hours at a time. Constant to daily precise control of fingers and hand movements. Periodic field trips for meetings or field verification purposes may be required. Requires sitting at a computer terminal for extended periods. Lifting equipment up to 50 pounds. May require work related traveling within Skagit County.
