Summary /Objective:
Join us in building the foundation for lifelong success! Skagit Preschool and Resource Center (SPARC) is a nonprofit organization providing individualized services for families and their children with unique developmental needs, from birth through age 5 in Skagit County.
We are seeking a committed and approachable Human Resources (HR) Generalist to help advance this mission. This full-time position involves working 36 hours per week, Monday through Thursday. SPARC operates year-round but is closed for one week in April and two weeks in December, aligning closely with the Mount Vernon School District schedule.
This role requires an experienced HR professional with a comprehensive understanding of the employee life cycle, from recruitment to separation. The ideal candidate will support and develop talent while managing policies and procedures to ensure a positive and compliant workplace.
Preferred Education, Training and Experience:
· Bachelor’s degree in business administration, human resources, social studies, or a related field; or a combination of education and experience.
· 3 years of experience in an HR role.
· SHRM-CP or PHR certification preferred.
· Proficiency in Microsoft Office (Excel, Word, Access, Publisher, and PowerPoint).
· Excellent written and verbal communication skills.
· Knowledge of clerical practices, labor laws, and disciplinary procedures.
· Familiarity with HR functions, including payroll and benefits, recruitment, and training.
· Strong problem-solving, decision-making, and multi-tasking abilities.
· Ability to work independently and maintain confidentiality.
· A proactive approach with creative thinking to suggest improvements.
Essential Functions:
The following duties represent the position but are not limited to these responsibilities:
· Develop, update, and maintain company policies, procedures, and emergency response plans.
· Ensure legal compliance with employment and workplace conditions.
· Maintain employee records per policy and legal standards.
· Create, implement, and manage employment forms.
· Oversee recruitment, including preparing job descriptions, posting ads, and managing the hiring process.
· Handle onboarding, changes, and terminations of employees, including:
o Conducting new employee orientation to promote alignment with organizational goals.
o Preparing separation notices and conducting exit interviews.
· Support the resolution of disciplinary and grievance issues.
· Manage employee benefits contracts (health insurance, retirement, etc.).
· Coordinate staff training sessions with the Executive Director and Leadership Team.
· Maintain employee training records.
· Collaborate with the Bookkeeper and Executive Director to prepare annual wage agreements and salary schedules.
· Assist with forecasting employment needs.
· Ensure compliance with legal and governmental reporting regulations.
· Respond to inquiries about policies, procedures, and programs.
· Maintain performance review programs to ensure effectiveness, compliance, and equity.
· Manage SPARC email accounts and staff contact lists.
