Position Summary
The Opportunity: Skagit Valley College (SVC) is accepting applications for a Workforce Grants Manager position within the Workforce Grants office This position will be housed in Workforce Grants and will be communicating with student's during their enrollment process into grant programs. Some students may be receiving benefits from DSHS, are experiencing homelessness, or are considered low–income; it is important for the person in this position to have a student–centered philosophy – students are the top priority.
This is a benefits-eligible, 12-month exempt position, working 100% full-time, which is 40 hours per week. The incumbent will work Monday through Friday, 8 hours per day. This position reports to the Director of Workforce Grants and will assist with management and compliance of the following grants: Opportunity Grant, BFET, Worker Retraining, Early Achievers, WorkFirst, and Corrections Education. The position will work closely with Workforce Grants staff and Academic Advising staff.
Nestled between the Cascade Mountains and Puget Sound in the northwest corner of Washington State, Skagit Valley College is located 60 miles north of Seattle and 80 miles south of Vancouver, BC. SVC was established in 1926 in Mount Vernon. Duties and Responsibilities
General Workforce Grants Duties
- Lead the Application & Intake Process for all Workforce Grants, including ensuring compliance of students enrolling into Workforce Grants;
- Assist with tracking/monitoring of applying equity practices within our application process by tracking demographic information of applicants, how far they get through the application process, and completes the application process;
- Manage the Workforce Grants Coordinator position(s) and their workload/tasks;
- Assist with creation of book accounts, purchase requests, and VISA Reconciliation for all grants;
- Upon the absence of the Director, the Manager will be the POC and will take on management of staff, schedules, and overall operations;
- Assist with outreach into the community, and internal outreach, regarding grant eligibility and enrollment;
- Other duties as assigned related to general Workforce Grants tasks.
SBCTC Compliance
- Act as the second Point of Contact for all Workforce Grants through SBCTC;
- Look over and monitor monthly eJAS case notes to ensure accuracy of eJAS reporting through DSHS;
- Lead & ensure the Non-Disclosure Form & Trainings are completed yearly to ensure SBCTC Compliance;
- Other duties as assigned related to SBCTC Compliance.
Opportunity Grant & BFET Specific Tasks
- Hold a caseload of about 10-15 BFET students and assist them with quarterly funding requests, awarding, advising, and all steps as the grant specialist;
- Assist with confirming caseload of students and spending tracking for BFET Billing;
- Lead the tracking of tasks being requested for completion of the coordinator and ensuring accuracy and completion;
- Assist the Grant Specialist with confirming awarding amounts and ensuring accounts were awarded correctly using queries;
- Other duties as assigned related to Opportunity Grant & BFET Compliance.
WorkFirst Specific Tasks
- Assist the Grant Specialist with coordinating WorkFirst Work Study positions both on and off campus;
- Assist the Grant Specialist by meeting with Work Study students to prepare them for an interview (mock interviews, reviewing resumes, cover letters, etc.);
- Lead the tracking of tasks being requested for completion of the coordinator and ensuring accuracy and completion;
- Other duties as assigned related to WorkFirst Compliance.
Early Achievers Specific Tasks
- Assist students in completing any needed paperwork for Early Achievers in the absence of the Grant Specialist;
- Regular meetings with the Grant Specialist to assist with outreach efforts and communications to prospective students;
- Communication with potential referral sites;
- Other duties as assigned related to Early Achievers Compliance.

Qualifications
Minimum Qualifications:
- Bachelor's degree in Psychology, Human Services, Social Services, Education, or a related field;
- Experience working with multicultural and low-income students/clients;
- Experience using Microsoft platforms to track information;
- Experience leading projects, teams, or meetings.
Preferred Qualifications;
- Prior experience working in a community college environment, particularly Student Services;
- Experience with ctcLink and TargetX systems, or similar CRM platform experience;
- Bilingual – English & Spanish, English & Russian, or English & Ukrainian;
- Experience managing staff members and their workload;
- Experience managing student financial transactions.
Salary, Benefits, Conditions of Employment, Application Procedure
Salary and Benefits:
- Annual salary rate for this twelve-month, 100% of full-time position is $66,000 - $69,000 annually depending on experience;
- Contracts are written annually for the period of July 1 to June 30. This position will be filled as soon practical after a candidate is identified and the salary will be pro-rated for the remaining contract period.
- This position is exempt from civil service. This position is eligible for overtime.
