Summary/Objective This position performs all project management functions required to rapidly field new technology and innovative solutions in support of SBCC U.S. Government customers. This position collaborates with the technology scouting and vetting cell, procurement specialists, acquisition program managers, and serves as a primary member of the SBCC Integrated Product Team (IPT). Ideal candidates will understand the foundational principles of Department of Defense acquisition program management, to include Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs as well as other funding vehicles that are available. Project Managers will be responsible for a diverse range of portfolios and program activities that encompass customer requirement curation, project milestones funding, tracking and management, familiarity with commercial market research practices of small business and non-traditional industry partners, technology modification and rapid fielding processes, programmatic strategic planning, and transition management for Programs of Record (POR). Essential Functions •Track requirements, environmental factors, organizations, activities constraints, and risks impacting assigned functional area.•Collaborate with the IPT (Tech Scouting & Vetting Cell, Program Managers, Acquisition Program Managers, and Procurement Specialists) to develop effective execution strategies that align with project goals and objectives.•Identify and establish meetings and ongoing dialogue between government stakeholders and commercial entities with potential technological solutions.•Advise and assist government customers and small businesses on the opportunities and best practices of SBIR/STTR submittals and program execution following contract awards.
•Advise and assist non-traditional companies and small businesses during interactions with government customers, facilitating conversation and understanding of government-unique processes and terminology.•Assess and report progress of assigned projects to include metrics of cost, scheduling and performance to SBCC Program Managers and USG stakeholders.•Plan, coordinate, and execute logistics, data management, and other project-related activities.•Support the development of documentation and information management for pre-and post-contract award activities to include, but not limited to, independent government cost estimates (IGCE), Statements of Work (SOW), Project Work Statements (PWS), Statement of Objectives (SOO), milestone and delivery schedules, program management review products, etc.•Establish task assignments and completion to ensure quality and productivity standards are maintained while meeting project Technical Point of Contact(TPOC) deadlines and budget constraints. Serves as TPOC liaison on all project matters.•Assist in the development and support of Defense transition strategies for assigned projects, ranging from exploratory Research and Development, test and evaluation activities, contract strategy development, funding and budget planning, logistics support, and systems engineering.•Maintains close coordination with Program Managers to track and ensure companies meet milestone deliverables and required delivery dates as directed by U.S. government customer and awarded contracts.•Upon direction of U.S. government customer, takes lead on developing and submitting proposals to other DoD Science and Technology funding programs.Please enter Job description here.
