The College and the District The San Mateo County Community College District is home to Cañada College, College of San Mateo, and Skyline College. All three of our colleges are designated as Hispanic Serving Institutions (HSI) and Asian American and Native American Pacific Islander Serving Institutions (AANAPISI) enrolling approximately 32, students each academic year. The Position Under the general direction of the Chief Information Officer, the Director of Enterprise Applications is responsible for the coordination of the development, implementation, and evaluation of information technology applications, best practices, and architecture. The Director provides leadership to foster innovation in maintaining and enhancing the usability, security, performance, availability, and proper operation of the District’s Banner ERP in OCI and other enterprise applications. The Director develops the department budget, manages projects and work requests, and serves as a liaison between Enterprise Applications and other areas of the campus. The Director performs other related duties as assigned.

Duties and Responsibilities The duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position.   • Plans, supervises, and coordinates new and innovative Banner ERP programming requests and software acquisitions.
  • Plans, supervises, and coordinates programming requests for new and innovative, internally developed enterprise applications supporting District operations.
  • Provides oversight and leadership on District ERP and other enterprise applications programming needs and makes recommendations for purchasing enterprise-related equipment and software and procuring new services.
  • Provides leadership in the research, identification, and analysis of new and innovative projects that improve the performance, reliability, and ease of use of ERP and other enterprise applications, helping the District operate more effectively and efficiently.
  • Maintains and / or supervises the installation, setup, and maintenance of the District’s ERP in cloud and other enterprise applications and related services, including but not limited to customizations, hardware upgrades, software installation, patch management, server security, and file structure. Arranges for service of equipment as needed to ensure proper operation.
  • Participates with other management employees within Information Technology Services in developing, implementing, interpreting, applying, and updating policies, procedures, guidelines, and objectives related to the security and proper operation of ERP and other enterprise applications.
  • Supervises generating various reports and data files in coordination with Institutional Research to provide data-driven information to the state Chancellor’s Office, District end users, and various external organizations.
  • Provides leadership in advancing enterprise programming and system enhancement projects of reasonable scope. Creates and updates project plans, including schedules, stakeholders, and budgetary information.
  • Develops and maintains close collaborative working relationships with departments, committees, and end-users. Serves as a liaison between the programming staff and users on the development and execution of programming projects.
  • Develops, implements, and conducts end-user training sessions on the District’s ERP, other enterprise applications, and any supported interfaces or applications used to extract data from the systems.
  • Reviews and analyzes the testing of ERP and other enterprise applications and / or programs to ensure completeness of controls, adherence to standards, security, completion of documentation, quality of output, and efficiency of systems and programs. Engages end users in developing testing strategies and documentation that ensure maximum system and related application reliability.
  • Supervises and provides leadership to the departmental staff, including hiring, evaluating, training, developing work schedules, coordinating duties and assignments, and directing all assigned personnel.
  • Develops and maintains a Department Program Review that includes accomplishments and measurable goals, staffing, and other resource requirements to improve department efficiency and overall District effectiveness.
  • Works with District and College leadership to produce other various department-specific plans and reports, including strategic goals, staffing plans, etc.
  • Prepares an annual self-evaluation that includes evaluations of each full-time staff person, the department’s achievements and goals, and the department’s facility and staffing needs.
  • Establishes and implements policies and procedures conforming with Board Policy and all applicable laws, codes, and regulations. Recommends revisions as necessary to ensure compliance.
  • Participates in local, statewide, and national groups to develop collaborative relationships related to area of responsibility.
  • Works with Banner consultants on projects, upgrades, and enhancements.
  • Performs other related duties as assigned.

Minimum Qualifications

  • A combination of education and experience equivalent to a Bachelor’s degree from an accredited institution in computer science, information technology, systems engineering or a closely related field
  • Eight or more years of full-time equivalent experience in a Management Information Systems, Enterprise Applications, or Information Technology department with at least three plus years in a management, supervisory, or coordinator capacity
  • Demonstrated cultural competence, sensitivity to, and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA backgrounds of community college students, faculty, and staff
  • Knowledge, Skills and Abilities The position requires knowledge of :

  • ERP system development and maintenance on the cloud OCI preferred.
  • Life cycle process for enterprise application development and ongoing support.
  • Formalized systems analysis techniques, structured design techniques, relational databases, and information systems implementation modeling.
  • Windows Server Operating System in an enterprise environment.
  • ERP hardware and software applicable to an educational environment.
  • Project management, project prioritization, and resource allocation.
  • Knowledgeable of Business Process Analysis and related modeling techniques.
  • Ability to :

  • Maintain and report valid and accurate data through programming and maintenance of enterprise systems.
  • Meet deadlines and expedite procedures within the area of responsibility.
  • Compile clear, timely, accurate written reports.
  • Communicate effectively both orally and in writing with faculty, staff, and state agencies.
  • Establish and maintain effective working relationships with college faculty, staff, and local, state, and federal agency representatives.
  • Plan, organize, and manage complex purchase processes, including negotiations with vendors for hardware and software acquisitions that maximize the utilization of available resources and enhance organizational efficiency.
  • Be an effective and motivational member of a team.
  • Demonstrate clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, ethnic, neurodivergent, and LGBTQIA backgrounds of the community.
  • Physical Requirements This classification requires sitting and standing for periods of time, oral and written communication, keyboarding for significant portions of the workday, pushing, pulling, bending, stooping, reaching, patience, and tact to perform the essential functions.

  • Experience in project management, programming languages, and working in a Banner ERP system environment
