Minimum Technical Qualifications

As of the Offer Due Date, the proposed project person must have the following listed experience, knowledge, skills, and abilities, as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet, and resume:

1. At least ten (10) years of hands-on experience with Power BI, including:
• Writing complex DAX calculations
• Developing interactive dashboards
• Implementing best practices for data visualization
2. At least ten (10) years of experience in:
• Writing complex SQL queries
• SQL performance tuning
• Creating E-R diagrams
• Designing efficient data models for large-scale Data Warehouse systems
3. At least five (5) years of programming experience in Python, Java, or R for:
• Data processing
• Automation
• Working with large datasets
4. At least three (3) years of experience with Amazon Redshift or Snowflake for scalable BI solutions.
5. At least two (2) years of hands-on experience with LLMs (GPT, Claude, Gemini), Auto-ML tools, or NLP for:
• Generative AI use cases
• Predictive analysis
• Data forecasting

Desirable Technical Qualifications

It is desirable for the proposed project person to have the following listed experience, knowledge, skills, and abilities as evidenced by Attachment II, Proposed Project Person Skill Summary Sheet, and resume:

1. Hands-on experience in providing enterprise-level data architecture and/or data modeling services at a public sector entity (such as a local, state, or federal agency).
2. Hands-on experience in developing ETL pipelines with AWS ETL tools, such as:
• AWS Glue
• AWS Step Functions
• AWS Crawlers
3. AWS professional certifications. CalSTRS may request a copy of the certifications.
4. A bachelor s degree in computer science, computer engineering, or related fields from an accredited or government-sanctioned college/university. CalSTRS may request a copy of the degree.
5. The proposed project person will be able to adhere to the hybrid working model by working on-site 2-3 days per week at CalSTRS Headquarters, West Sacramento, CA. If no, provide a short explanation. (No points awarded for this.)
