Job Description :
The Manager, Payroll and Prevailing Wage Compliance is responsible for overseeing the entire payroll process and ensuring full compliance with prevailing wage laws, tax regulations, and labor law requirements. This role will also be responsible for managing payroll-related mergers and acquisitions (M&A) activities, addressing complex tax issues, and providing leadership and strategic direction on compliance and payroll matters. As part of the leadership team, you will be expected to drive process improvement and contribute to high-level decision-making, ensuring all payroll operations are aligned with company goals and legal obligations.
This is a leadership role with no direct reports , requiring independent decision-making, high-level analysis, and collaboration with internal stakeholders to ensure seamless payroll and tax operations.
Key Responsibilities :
Payroll Administration :
Payroll processing for multiple entities, ensuring compliance with federal, state, and local tax laws, as well as prevailing wage regulations.
Oversee payroll-related M&A activities, ensuring seamless integration of new entities into the company's payroll system.
Manage complex tax filings, with a focus on payroll tax compliance, employee benefits taxation, and handling multi-state payroll tax matters.
Process payroll ensuring accuracy and timeliness of payroll delivery, including tax withholdings, overtime, bonuses, commissions, and deductions.
Address and resolve high-level payroll discrepancies and ensure alignment with tax and wage regulations.
Perform or review payroll related reconciliations.
Prevailing Wage Compliance :
Serve as the principal subject matter expert on prevailing wage laws and ensure adherence to federal, state, and local regulations, particularly in construction and related industries.
Manage the preparation and submission of certified payroll reports in compliance with the Davis-Bacon Act and other prevailing wage laws.
Partner with internal stakeholders, contractors, and external auditors to ensure accurate classification, wage rates, and fringe benefits are met for government contracts.
Lead ongoing education efforts to ensure all teams are well-versed in prevailing wage requirements and compliance standards.
Mergers & Acquisitions (M&A) and Tax Compliance :
Take a strategic lead role in payroll and tax integration during mergers and acquisitions, including aligning systems, ensuring regulatory compliance, and mitigating risk related to payroll taxation and employee documentation.
Collaborate with legal, tax, and HR teams to analyze and resolve M&A-specific payroll and tax issues.
Work with tax professionals to address complex issues related to payroll taxes, fringe benefits, and other compensation-related areas.
Leadership and Strategy :
Partner with senior leadership to develop and refine payroll strategies in line with organizational goals.
Identify opportunities to streamline payroll operations and improve efficiency, ensuring compliance with all relevant laws and regulations.
Oversee audits, reviews, and reporting of payroll and tax information, ensuring the company maintains a clean, accurate record of compliance.
Qualifications :
At least 5-7 years of payroll and tax experience, with at least 3 years of experience specifically in prevailing wage compliance.
Experience with mergers and acquisitions, specifically in relation to payroll integration and tax compliance.
Strong understanding of tax regulations related to payroll, employee benefits, and multi-state tax issues.
Expertise in ADP Workforce Now or similar payroll systems.
Bachelor's degree in Human Resources, Business Administration, Accounting, Finance, or related field. Master’s degree or professional certification (e.g., CPP) preferred.
In-depth knowledge of prevailing wage laws, including the Davis-Bacon Act, and familiarity with federal, state, and local compliance standards.
Demonstrated ability to handle complex payroll and tax matters with a focus on accuracy and legal compliance.
Exceptional leadership, communication, and organizational skills with the ability to manage a high-performing team.
