Position Summary
Under executive direction, this position provides leadership and comprehensive oversight, management and supervision of all Human Resources functions on behalf of the Solid Waste Authority of Palm Beach County. This is an in office position responsible for developing, implementing, and administering Human Resources programs and initiatives in compliance with applicable regulatory standards and guidelines. Director supports all areas of the employee process, including all facets of employee relations, recruitment, staffing, training, compensation, benefits administration, performance management, professional development, conflict resolution, policy and procedure development, and labor law administration. Position requires an extensive depth of expertise and knowledge of Human Resources that can be used to determine efficient and innovative ways to accomplish the Authority's business strategies.

- Ensures compliance with all federal, state and local employment requirements.
- Develops and implements systems for reviewing policies, procedures, and organizational efficiency and effectiveness; ensures agency adherence to and compliance with regulatory standards.
- Manages the development of pay specifications and compensation parameters, internal and external equity, and classification status to remain competitive within the market and maintain pay equity throughout the organization.
- Maintains proactive recruitment program and prepares required agency reports on Equal Employment Opportunities.
- Prepares and manages department annual operating, capital and supplemental budgets; monitors activity to ensure proper use and allocation of departmental funds.
- Manages communication and marketing of benefits insurance, provides for implementation and administration of benefits programs designed to provide programs to assist employees with illness, injury, disability, or retirement.
- Analyzes existing benefits policies and prevailing practices among similar organizations to establish competitive, cost-effective programs and recommends modifications when advantageous.
- Develops strategic plan for the Human Resources Department to insure plans are made to maximize strengths, minimize weaknesses, to anticipate threats and take full advantage of opportunities.
- Evaluates and improves the Authority's selection procedures, hiring practices, and staff and organizational development programs.
- Performs management duties to include supervising, hiring, disciplinary action, counseling, performance evaluations, recommending transfer, promotion, and employment separation.
- Develops and conducts training classes to assist supervisory staff on human resources related matters.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Manages and oversees employees responsible for Benefits, Recruitment, and Retirement.
