POSITION DESCRIPTION: CONTROLLER / FINANCE DIRECTOR
for Large Church (prefer no oil & gas candidates)

FINANCE DIRECTOR PRIMARY PURPOSE & FUNCTION
The Finance Director will implement and support the policies and procedures needed to continue effective and streamlined administrative and financial systems, including financial, accounting, legal, and insurance. This individual will work closely with the Senior Minister, staff, and church leadership to ensure efficient and effective management of resources, compliance with financial regulations, and implementation of strategic initiatives.
KEY RESPONSIBILITIES
Financial Management
· Use fund accounting to prepare timely and accurate financial statements, analyses and metrics for Senior Staff, Board, and bank
· Oversee and compile budgeting, forecasting, and cash flow reports for projects, ministries, and current and future campuses
· Oversee accounting functions - payroll, purchasing, disbursements and receipts, with a particular attention to the receiving, recording, and reporting of contributions
· Continually develop and ensure ongoing adherence to effective accounting and internal control procedures by staff and volunteers
· Communicate with contributors on a periodic basis. Quarterly send preliminary contribution statements with a By The Numbers infographic and annually send a contribution statement and Annual Report
· Ensure contributions and receipts are compliant with our Gift Policy and that policy is communicated adequately to current and potential givers
· Coordinate annual independent financial audit and oversee preparation of related workpapers
· Ensure the church’s compliance with ECFA accreditation requirements and their Seven Standards of Responsible Stewardship
· Manage finance administrative team, overseeing and reviewing their work and providing opportunities for their training and professional development
· Stay current on giving trends and methods
· Develop professional relationships with Volunteer Finance Team, Board, Bankers, Auditors, Donors and Vendors
· Devote a minimum of 20 hours a year to faith-based financial and legal continuing education
Human Resource Responsibilities
· Semi-monthly, finalize timekeeping for the pay period and prepare payroll
· Manage paid time off record keeping
· Annually compare compensation survey results to actual salaries for budget preparation and possible salary increases.
· Monitor changes in employee/employer legislation with a particular eye towards possible changes to Ministerial Housing Allowance.
· Monitor changes in 403b regulations to determine impact on employees and in particular ministers. Serve as Plan Sponsor for 403b account.
· Ensure policies and procedures are in place with regard to employee use of computers and staff’s presence online
· Oversee HR Administrator to ensure new employees have completed forms, had a background check have reviewed and signed off on the Employee Handbook
Legal and Tax Responsibilities
· Keep current with changes in legislation and the impact on the church, its employees, and its policies and procedures
· Be familiar with taxes and tax exemptions affecting churches and nonprofits, including sales tax, property tax, and unrelated business income tax
· Be knowledgeable about the dual status treatment of ministers, proper tax treatment of a minister’s housing allowance, and minister’s social security coverage
· Determine the deductibility of receipts and the proper way to report special contributions, i.e., non-cash, stocks, IRA direct, etc.
· Be familiar with timekeeping regulations for exempt and non-exempt employees.
EDUCATION REQUIREMENTS
Bachelor degree in Accounting or Finance. CPA Preferred.
EXPERIENCE REQUIREMENTS
Minimum 7-10 years accounting / finance leadership.

- Bachelor’s degree in Accounting or Finance, CPA Preferred
- Demonstrated experience in financial management, ideally in the church or non-profit sector
- Experience should include accounting, legal, audit, compliance, HR, payroll and budgeting
