Position Summary
The Talent Acquisition Specialist is responsible for sourcing, screening, interviewing, and recommending candidates for County-wide open positions. Facilitates job offers and ensures timely filling of vacancies. Provides detailed data and shares insights in relation to Key Performance Indicators (KPIs) and hiring trends/activities within the County. Identifies and actions opportunities to enhance the County’s presence within key recruitment areas in the Community.
Essential Functions
- Develops, inputs, and communicates detailed job postings utilizing a variety of electronic systems both within and outside of Somerset County
- Collaborates with Division heads and hiring managers to identify recruitment trends, needs and strategies
- Conducts screening interviews and refers appropriate applicants to divisions for further consideration
- Manages and administers the applicant documentation process, including dispositioning of applications, electronic filing of job requisitions and application database storage
- Initiates the onboarding process by extending the offer and confirming employment terms
- Tracks vacancies and status of applicants
- Identifies and builds talent networks to identify both active and passive candidates for positions
- Maintains databases for all related documents, programs, and other compliance items
- Conducts orientation for new hires
- Represents the County at career fairs, networking events and career building seminars
- Ensures compliance with all Federal, State and County requirements/laws related to interviewing, applicant processing and hiring
- Operates office tools, equipment, and software programs to format, edit, revise, proofread and print reports, correspondence, memoranda, transmittal sheets, agreements, contracts, certificates, tables, graphs, forms, legal documents and other correspondence or information
- Performs other related duties as assigned by Division management and supervision
Essential Qualifications
- Associate's degree in human resources or related field; a bachelor’s degree is preferred
- Must have 1-2 years’ recruitment experience which includes screening and interviewing candidates
- Ability to review and prioritize large volumes of applications and resumes
- Skill and knowledge of applicant tracking and HRIS systems
- Familiar with a wide variety of sourcing avenues
- Skill in public speaking and delivering presentations to individuals and groups
- Ability to work collaboratively and build relationships with colleagues, division heads and all levels within the County
- Skill in using computer applications including spreadsheets, databases, and word processing software
- Ability to exercise sound judgement and maintain confidential and/or sensitive information
- Spanish language fluency, both verbal and in writing is highly desired

Pay: $48,000.00 - $51,000.00 per year
