Salary range is $55k to $115k, with a midpoint of $85k. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market.

GENERAL PURPOSE:

Under general direction, The IT Software Asset Management Specialist is responsible for the monitoring and execution of the software criteria processes and procedures to ensure a compliant and optimized IT software environment. The IT Software Asset Management Specialist will work within the IT Support Services department on building out and maintaining a sustainable software management capability across Sound Transit. Responsibilities include managing IT software throughout the lifecycle including tracking, purchasing, shipping, receiving and exception follow-up to resolve issues. This role drives standardization of asset management best practices and collaborates with internal IT teams, vendors, and business stakeholders to bring new software into the agency.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

  • Responsible for the procurement of IT software, management of the IT asset management database, tracking and maintaining accurate inventory records and reorder points, and logistics including managing the incoming and outgoing shipments.
  • Participate in the development and maintenance of asset management policies, procedures, systems and measurements in order to manage the asset portfolio, identify risks, track costs and control adherence.
  • Process invoices to ensure the appropriate allocation of firm IT asset purchases, address discrepancies and work with vendors and internal stakeholders to resolve issues.
  • Prepare, analyze and complete financial and operational reports utilizing asset records and vendor provided reports to include calculations of cost and value.
  • Work with IT and/or Agency team members at local offices to maintain inventory levels and inventory control.
  • Conduct physical and virtual inventory of IT software assets.
  • Manage the SAM Tool; handle software requests that is requested by an employee, needs to be moved between people or requires a change of any sort must go through a request and approval process.
  • Purchase and deploy software following the lifecycle management of the software; if the employee changes positions, software assets must be moved.
  • License compliance; constantly monitoring the lifecycle stages of software assets and insuring all license is trued up.
  • Complete internal audits of software records to ensure accuracy and vendor licensing compliance.
  • Participate in the development of best practices to optimize and drive increased efficiency through collaboration across internal teams.
  • Provide support to the department on matters as directed; serves as staff on a variety of committees; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to area of assignment; incorporate new developments as appropriate; ensure processes, policies and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.
  • Evaluate technology requests for assistance by studying specifications against current system configurations and recommends purchase and/or installation of equipment and/or software.
  • Create and maintain appropriate IT Asset Management documentation including knowledge articles, system documentation, and process workflows.
  • Champion and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s degree and four years of experience in IT Asset Management or Procurement preferred; Or an equivalent combination of education and experience.

Required Licenses or Certifications:

Valid state driver's license.

Preferred Licenses or Certifications:

  • One or more of the following certifications: ITILv3, CITAM, CSAM, CHAMP.

Required Knowledge and Skills:

  • Principles and practices of customer service.
  • Advanced operations, services and activities of a computer help desk operation.
  • Knowledge of network protocols, technologies, and VPN configurations associated with LAN/WAN networks; local and wide area networking theory and technologies.
  • Computer and information systems, network storage, and networking connectivity technology.
  • Concepts, principles and practices of IT Asset Management.
  • Service Desk tracking systems, i.e.: ServiceNow, Remedy.
  • Federal, state, and local laws, codes, and regulations.
  • Project and operational management of an end-user support/helpdesk environment.
  • Principles of business letter writing and basic report preparation.
  • Appropriate us of English, spelling, grammar, and punctuation.
  • Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
  • Experience in process and delivery associated with asset management or procurement.
  • Proven ability to communicate technical information to non-technical staff, written and verbally.
  • Exceptional active and attentive listening skills to demonstrate interest and understanding to enhance customer satisfaction and business collaboration at all staff levels.
  • Understands and interprets KPIs, SLAs and other IT Service performance metrics for self-development and growth.
  • Ability to work as an effective team member and self-motivated individual contributor. Proven ability to deliver high quality work on time and with minimal supervision.
  • Ability to embrace and adapt to technology and business environment changes in order to ensure customer experience and adoption.
  • Ability to interpret large raw data sets and conduct data analysis and audits.
  • Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
  • Use of process improvement frameworks, ie: ITIL, COBIT, MOF.
  • Advanced knowledge of Microsoft Excel.
  • Responding to requests and providing effective customer service using clear communication skills.
  • Managing projects and making decisions in fast-paced, difficult environments.
  • Responding to inquiries and in effective oral and written communication.
  • Researching, analyzing, and evaluating new service delivery methods and techniques.
  • Working cooperatively with other departments, Agency officials, and outside agencies.

Physical Demands / Work Environment:

  • Work is performed in a standard office environment.
  • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 50 pounds; may occasionally be exposed to extreme weather conditions, dangerous machinery, physical harm, and hazardous chemicals when working in the field and lifting and moving a variety of technology equipment in offices and at remote sites.
