What are the responsibilities and job description for the Intake Specialist for Housing Choice Voucher position at South Bend Housing Authority?
ESSENTIAL DUTIES AND RESPONSIBILITES
· Performs all duties in accordance with the departments and position’s performance standards.
· Ensures all information entered in the computer systems is accurate with no exceptions. (Names, Birth dates, and Social Security numbers)
· Conducts interviews with Section 8 applicants for all Section 8 housing programs. Completes forms and documentation in accordance with HASB policies and HUD regulations.
· Completes, types and sends out forms to verify information provided during interviews including employment welfare benefits, social security, landlord references, background checks (i.e., police records) assets, etc.
· Accurately calculates applicants’ income with no exception. Screens Section 8 applicants; determines eligibility and appropriately notifies Section 8 applicants of status with no more than one (1) error per quarter.
· Accurately enters and maintains Section 8 applicant data into computer with no more than one (1) error per quarter.
· Files and maintains information relative to Section 8 applicant status
· Accurately maintains Section 8 waiting list files and purges such files, as necessary. Updates waiting list on a weekly basis.
· Prepares and types of various reports for division including weekly Section 8 application pre-application data and Portability -In Report.
· Conducts Section 8 applicant home visit it required.
· Courteously and thoroughly responds to telephone, personal and written correspondence in a timely manner.
· Corresponds and communicates with area social service agencies to keep them aware of housing availability and services.
· Ensures that HUD regulations and HASB policies are applied accurately and consistently to all residents.
· Maintains Section 8 files in audit-ready condition.
· Timely, and accurate preparation of Portable Families move-in/move-out report for Voucher Management System Report on a quarterly basis with no errors
· Promotes and ensures customer satisfaction with their housing and interactions with HASB staff, with no more than one (1) complaint per quarter.
· Represent HASB in the community.
LEVEL OF CONTACTS
Daily personal and telephone contact with other housing managers, housing inspectors, division supervisor, department manager, Safety and Security Officers, staff, residents and clients. Frequent personal, telephone, and written contact with property owners. Frequent personal, telephone, and written contact with area employers, social service agencies and Legal Services. Occasional personal with members of the Board of Commissioners, city and other government officials, and community representatives.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); one year of work experience in public housing or other community service agency; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals. Ability to write routine and correspondence. Ability to speak effectively before groups of customers or employees of organizations. Bilingual skills helpful.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, divide in all units of measure, using whole numbers, common fractions, and decimals.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to deal with persons of all ethnic and economic backgrounds in a courteous and effective manner. Ability to calm persons who may be angry or upset.
CERTIFICATES, LICENSES, REGISTRATIONS
Must have a valid driver’s license and must be insurable under HASB’s automobile insurance.

Must have experience working with computer software such as Microsoft Word, excel and Access. Must have a working telephone.
