What are the responsibilities and job description for the Stormwater Project Manager position at South Burlington, City of (VT)?
Responsible for oversight of stormwater capital improvement projects from development through construction. Assists with management of the stormwater utility. Conducts data collection, data management, and reporting as necessary to facilitate stormwater utility operations. Completes tasks necessary to maintain the City’s compliance with MS4 and other permit requirements.
- Develops, manages, and oversees stormwater capital improvement projects from concept through construction. Coordinates with consultants to ensure the successful and timely completion of project related work products. Ensures project compliance with permits and consistency with the City’s capital improvement plan.
- Provides oversight during construction of stormwater capital improvement projects. Prepares daily reports and keeps accurate notes of construction progress. Consults with project engineers to resolve construction related questions.
- Assists with development and update of water quality plans and other document preparation required by the City’s MS4 permit.
- Inspects stormwater treatment and drainage infrastructure. Maintains accurate records, makes note of deficiencies, and makes recommendations for maintenance/repair work.
- Conducts inspections of construction sites to ensure proper implementation of erosion prevention and sediment control measures.
- Completes monitoring and reporting activities to ensure compliance with local and state regulations.
- Operates the City’s closed circuit pipeline inspection camera. Evaluates piping using established standards (PACP) and records inspection results in specialized software.
- Reviews site plan applications for compliance with the City’s Land Development Regulations (LDRs) related to stormwater, wetland, and other water quality topics.
- Works with Geographic Information System (GIS) software to help maintain City infrastructure information.
- Maintains accurate records of work activities and reviews work orders to ensure accurate accounting of staff time.
- Responds to emergency situations.
- Provides technical assistance and consults with other City departments.
- Responds to and assists public with questions related to stormwater utility practices.
- Maintains stormwater utility billing information and reviews credit applications.
- Performs all other duties as assigned.
- Bachelor’s Degree in relevant field of study (e.g., environmental science, engineering, or other water quality related field) and an additional two years of experience working in water quality, engineering, or related field. Equivalency considered.
- Possesses a valid Vermont Driver License.
- Demonstrated ability to prepare succinct and accurate reports.
- Experience working with ArcGIS software.
- Proficient with hydrologic modeling procedures and software.
- Demonstrated proficiency interpreting and working with engineering plans.
- Experience working with State of Vermont stormwater regulations and the technical requirements of State permits.
- Demonstrated ability to establish and maintain effective working relationships and communicate effectively, both orally and in writing, with staff members, the public, and representatives of other departments and agencies.
- Demonstrated ability to understand and execute oral and written instructions.
- Demonstrated ability to perform technician level computations in engineering, complete tasks with minimum supervision given oral or written instructions.
- Proficiency in various computer applications to include, but not limited to, Excel, Word, and ESRI ArcGIS software.
