The Federal Compliance Specialist will serve as the expert on CDBG and ARC program compliance areas including contracts, sub recipient agreements, method of procurement, and labor standards. Provides support and assistance to grantees and staff and recommends program implementation procedures in assigned specialized areas to ensure state compliance with federal requirements. Provides technical assistance regarding the development and implementation of Community Development Block Grant and Appalachian Regional Commission proposals and projects. Monitors grant activities for timely performance and compliance with State and Federal regulations.
A bachelor's degree and experience in business, personnel, grant-in-aid, or public administration.
Extensive knowledge of laws governing various state and federal agencies. Considerable knowledge of the principles and practices of public and business administration. Good written and verbal communication skills. Strong ability to analyze complex data and situations accurately and formulate effective strategies with minimum supervision. Ability to establish and maintain effective working relationships. The employee must be self-motivated, well organized, and detail oriented. Ability to effectively utilize information management systems. Knowledge and experience with federal and/or state procurement/contract requirements.
Have a valid South Carolina driver's license. In state travel required with occasional travel to out of state locations.
Preferred Qualifications
Prefer a bachelor's degree and two years of related experience in contract management, procurement, or grant administration, or a master's degree in a related field and one year of contract management, procurement, or grant experience.

- CDBG/ARC specialist for procurement and contracting: Conducts reviews of all applicable CDBG and ARC contracts, change orders, and sub recipient agreements for compliance with program requirements for procurement and contracting. Supports grants staff on issues related to compliance of federal and state procurement regulations and procedures. Provides quality and timely guidance to grantees implementing CDBG and ARC projects.
- Subject matter expert and lead grants staff member for the following areas: Federal Procurement, Contract Management, Pre-Construction Conference Guidance, Federal Labor Standards, Davis Bacon, BABA and Section 3. Provides support to grant staff, grant administrators, engineers, consultants, and units of government on issues relating to compliance with the specialized areas listed above. To include review and editing of the State CDBG Program's Implementation Manual and materials for the annual Implementation Workshop in conjunction with CDBG Program Administrator, CDBG Contract Consultant, and Deputy Director.
- Technical Assistance and Training: Disseminate technical information in assigned specialty areas to staff, grantees, and other interested parties in the implementation of funded activities and compliance with federal regulations and state policies for the State's CDBG and ARC- Area Development Programs. Provide training and oversight on Federal Labor Standards and Davis Bacon for new CDBG grant manager.
- Reporting: Responsible for semiannual reports to HUD on compliance with contracts and Section 3. These reports involve collaboration with grant managers during the close out of individual projects and the CDBG Program Data Manager to ensure correct information is reported to HUD's IDIS system.
