Job Purpose
Provides consultation to managers and employees within the agency in the designated functions of human resources. The position will function with primary and secondary responsibilities. Primary responsibilities are recruitment, classification and compensation, training, employee relations and records management with secondary responsibilities of benefit administration, payroll, wellness, and orientation/onboarding.
Job Function
A bachelor's degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience. Prefer Society of Human Resource Management Certification Professional (SHRM-CP).
Additional Comments
Must possess a valid driver's license.
Experience working with SCEIS, SCEIS Central, EES, EBS, NEOGov (Applicant System), and E-Verify.
Salary is dependent upon experience.

Job Function
- Manage a diverse recruitment approach in developing creative solutions to strategic recruitment. Customize posting and communicates with hiring official to determine sourcing and advertising to attract talent, monitors applicant pool to ensure viable candidates to fill position, communicating and assisting hiring officials. Activity participates with hiring to include being on interview panels and second round interviews. Ensures applicable laws are followed in the recruitment and selection process, monitors procedures and conducts audits on processes/policies to ensure the State HR and EEOC Regulations are followed. Revise AA plan and recruitment strategy on a yearly basis.
- Tracks position management and status for the agency. Conducts research and performs data analysis of classification and compensation matters, responsible for position changes, salary adjustments and handles payroll administration. Liaises with State Human Resources Consultants for questions, requests and approvals of classification and compensation matters within and outside of the delegated level of authority.
- Counsels and advises managers and employees in all areas of responsibility to resolve employee relations issues.
- Serves as a subject matter expert in HR programmatic areas and facilitates training.
- Responsible for records management.
- Facilitates Orientation and Onboarding programs. Knowledge of benefit administration to include retirement, health insurance, open enrollments and supplemental products.
- Possesses knowledge of position changes, salary adjustments, and handles payroll administration.
- Collaborates wellness activities are administered within the Agency with keeping abreast of workers' compensation, and safety issues.
