The University of South Dakota (USD) is seeking an Assistant Comptroller who thrives on accuracy, risk mitigation, and helping departments navigate the complex world of compliance and financial operations.
Job Duties:
Drive Compliance Excellence (SAS 115 & Financial Controls – 10%)

- Lead the charge in ensuring that every campus org undergoes an annual compliance review.
- Collaborate with org managers and maintain an up-to-date audit trail of all internal reviews.
Audit Direct Pay Invoices (5%)
- Review local and state travel vouchers, direct pay invoices, and employee pay records.
- Work directly with departments to resolve payment discrepancies and ensure compliance with SD Codified Laws.
Manage 1099 Reporting (10%)
- Oversee the entire 1099 process, including Cognos reporting, error resolution, and IRS submission coordination.
Lead Financial Training Initiatives (5%)
- Design and deliver engaging training to staff on key university policies and audit procedures.
Support Bank Reconciliation & Cash Audits (10%)
- Assist with local bank reconciliations and conduct unannounced cash counts to ensure procedural compliance.
Ensure PCI Compliance Campus-Wide (15%)
- Coordinate PCI documentation and SAQs, and support departments in maintaining secure card-handling procedures.
Perform Financial Reviews & Risk Assessments (45%)
- Payroll audits
- Audit records of employee pay, etc. to ensure payments are aligned with authorized pay as well as allowable fund source usages
- Financial Review and Resources for Financial Policies
- Annual review of petty cash audits, annual review of approved credit cards/local charge accounts, as well as periodic review of cash handling procedures, and any other departmental operation related to financial policies and procedures as needed.

- Develop an annual audit plan for the institution.
- Cash handling Procedures
- Develop and review cash handing procedures.
- Financial Analysis & Internal Control Reviews
- Consults with administrators, faculty and staff at all levels to promote good business practices. Review the adequacy and effectiveness of management’s processes for internal controls, risk assessment, sub-recipient monitoring and governance to ensure controls efficiently protect the University’s assets. Make recommendations to increase efficiency and/or effectiveness of the control systems of the university including any recommended improvements in policies & procedures. Serves as the Internal Control Officer for USD, SSOM & School of Law for the State Board of Internal Control.
- Will need to have an understanding of the Committee of Sponsoring Organizations (COSO) control framework as well as the South Dakota State Board of Internal Controls IC Framework in order to help evaluate risk management and internal controls.
Qualifications:
- Bachelor Degree in Accounting, Finance or Business required.
- Strong knowledge of accounting principles, auditing procedures, and internal controls.
- Excellent communication and presentation skills.
- A sharp eye for detail and a passion for uncovering the why behind every number.
- Experience in higher education or a similarly regulated industry is a plus.
