Job Description:
The Facilities and Operations Director is responsible for overseeing the maintenance, repair, and efficient operation of all school district buildings, grounds, and facilities. This role ensures that school facilities are safe, clean, and compliant with all local, state, and federal regulations. The director manages custodial, maintenance, and operations staff, coordinates capital improvement projects, and develops strategies for sustainability and energy efficiency.
General Responsibilities:
Budget and Resource Management:
●Work closely with the Chief Financial Officer (CFO) to prepare and manage the facilities and operations budget, ensuring cost-effective use of resources.
●Work closely with the Chief Financial Officer (CFO) to monitor and control expenditures related to maintenance, repairs, utilities, and capital improvement projects.
●Oversee procurement of supplies, equipment, and develop service contracts and secure competitive bids in compliance with district policies and regulations.
Capital Improvement and Planning:
●Develop long-term facility planning, including capital improvement projects, renovations, and new construction.
●Work with architects, contractors, and vendors to oversee facility upgrades and construction projects.
●Identify funding opportunities, including grants and state/federal programs, to support facility improvements.
Emergency Preparedness and Risk Management:
●Develop and implement emergency preparedness plans related to facility operations (example; inclement weather, security threats, equipment failures).
●Conduct early morning inspections of school facilities and district roads during inclement weather. Assess road conditions, bus safety, and facility accessibility. Coordinate with snow removal and utility vendors as necessary.
●Consult with the Superintendent regarding potential school delays or closures due to weather conditions.
●Ensure compliance with workplace safety regulations and training for maintenance and custodial staff.
●Collaborate with school administrators, local emergency services, and other stakeholders to enhance school security and safety protocols.
●District contact for police, fire, and EMS, for school and local emergency planning.
●Oversee emergency shelter operations located at BRMS.
●Coordinate staffing needs for preparedness and emergency response.
Energy Management
●Monitor electric, water, and gas usage to identify inefficiencies and inconsistencies.
●Procuring pricing and contracts for utility services.
●Identify funding opportunities for energy efficiency and building upgrades such as RI Energy program opportunities.
●Meet with school and local stakeholders for energy efficiency initiatives.
Facilities Management:
●Oversee the daily maintenance and operations of all school buildings, grounds, and facilities.
●Ensure compliance with local, state, and federal building codes and safety regulations.
●Manage custodial staff and ensure cleanliness and sanitation standards are met.
●Conduct regular inspections and audits of facilities to identify and address any deficiencies.
●Develop and implement preventive maintenance programs for all buildings, equipment, and mechanical systems.
●Coordinate the preparation of playing fields, grounds, and other necessary facilities for athletic and other school activities and community events.
Operations and Staff Supervision:
●Responsible for supervising custodial, maintenance, and facilities personnel. This includes interviewing and making hiring recommendations for staff in these areas.
●Provide training and evaluating staff performance to ensure that operational standards are met and maintained.
●Ensure adequate staffing levels and oversee work schedules and work order systems for efficiency and effectiveness.
●Develop and enforce operational procedures and best practices for facility use and maintenance.
●Collaborate with school administration to support faculty needs for academic and extracurricular programs.
Transportation Management
●Serve as the district liaison between the South Kingstown School Department and the student transportation company.
● Collaborate with school administrators, parents, and transportation company representatives to ensure safe and effective student transportation.
●Assist in all matters related to student transportation, including developing and optimizing bus routes for efficiency and safety.
●Investigate all incidents involving student transportation, including accidents, safety concerns, and complaints, and implement corrective actions as needed.
●Develop Requests for Proposals (RFPs) and secure competitive bids for transportation services, ensuring compliance with district policies and budgetary requirements.
Qualifications:
●Bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related field (or equivalent work experience).
●Minimum of 3 to 5 years of experience in facilities management, operations, or a related field, preferably in an educational setting.
●Strong knowledge of building maintenance and custodial operations in addition to a basic knowledge of commercial electricity, carpentry, plumbing, and heating.
●Familiarity with state and federal regulations related to school facilities, safety, and environmental compliance.
●Experience managing budgets, contracts, and capital projects.
●Strong leadership, communication, and problem-solving skills.
●Ability to collaborate effectively with school administrators, staff, and external vendors.
●A valid driver’s license is required.
Preferred Qualifications:
●Certifications in Facilities Management (e.g., Certified Building Operator - CBO)
●Experience with sustainability initiatives and energy conservation programs.
●Knowledge of school construction and renovation processes.
●Must be familiar with Microsoft Office and Google platforms and programs.
Work Environment:
●This position requires on-site presence at multiple school locations.
●Ability to respond to facility and transportation emergencies outside of normal working hours.
●May involve physical activities such as inspecting facilities, operating equipment, and lifting materials.
●Attend and present at School Committee and other district meetings as required.
