Summary: Oversee the delivery of high-quality case management services for formerly homeless families transitioning to independent housing. This role ensures that families referred from SMOC EA Family Shelter and those approved for HomeBASE receive comprehensive support, fostering long-term stability. The Assistant Program Manager will supervise a team of case managers, maintain service excellence, and develop housing strategies tailored to each family’s unique needs.

Primary Responsibilities:
Program & Team Management:
- Assist in recruiting, supervising, and developing case management staff, ensuring compliance with agency policies.
- Oversee the Stabilization team, ensuring safe, effective, and targeted service delivery.
- Manage stabilization caseloads, including families exiting SMOC Shelter and those in SMOC’s MRVP Supported Housing Initiative.
Case Management Oversight:
- Ensure timely and thorough completion of assessments, stabilization plans, and case notes.
- Support case managers in identifying sustainable housing opportunities post-HomeBASE funding.
- Oversee the development of individualized housing search strategies based on family needs.
- Facilitate case conferences to address ongoing challenges and ensure successful transitions to self-sufficiency.
Compliance & Administration:
- Review participant files and data entry to ensure compliance with federal, state, and local regulations.
- Work closely with the HomeBASE Coordinator to manage approvals, track data, and assign stabilization support.
- Participate in Family Emergency Services management team meetings and assist in crisis intervention.
- Maintain confidentiality and uphold all agency policies and funding requirements.
- Other duties as assigned.
Knowledge and Skill Requirements:
- Bachelor's degree and a minimum 6 years related experience working in a supervisory role.
- Previous case management experience required.
- Housing search experience preferred.
- Excellent organizational and interpersonal skills required.
- Bilingual skills a plus.
- Valid Driver’s license, reliable vehicle and evidence of insurability.
Organizational Relationship:
- Directly reports to Program Manager, Family Stabilization
- Direct reports of this position are Case Managers associated with the department.
Physical Requirement: Ability to drive. Ability to ascend and descend stairs. Ability to lift up to 30lbs.
Working Conditions: The assistant program manager will have desk space at 7 Bishop Street in Framingham. Travel within Massachusetts required. As part of the responsibilities of this position, the Assistant Program Manager of Family Stabilization Services will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. A successful background check is required.
Remote Work Option: Remote work is permissible in some positions at SMOC depending on the key functions and responsibilities. The Assistant Program Manager position is eligible to work from home 0-20% of the week in scheduling coordination with the department manager.
