About This Position

The Southeast Louisiana Flood Protection Authority-East (FPA-E) is the governing authority for the Orleans Levee District, East Jefferson Levee District and Lake Borgne Basin Levee District and is responsible for the oversight of the hurricane protection system, Mississippi River Levee system and internal levees for Orleans (East Bank), Jefferson (East Bank) and St. Bernard Parishes. The hurricane protection system includes over $7 billion improvements and new construction under the Hurricane and Storm Damage Risk Reduction Project (HSDRRS). FPA-E is also responsible for the administrative, financial, operations and maintenance, and police functions of the levee districts under its jurisdiction.

The incumbent serves as the assistant and administrator for the Board of Commissioners and may assist the legal department as requested by Executive Counsel. This position reports to the Executive Counsel.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Three years of experience in administrative services; OR

Six years of full-time work experience in any field; OR

A bachelor's degree.

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Examples of Work

65% Administrative

  • Ensures Board and Committee meetings and public hearings comply with the Louisiana Open Meetings Law, the Board’s Bylaws and Policies, and other applicable statutory requirements.
  • Serves as parliamentarian to the Board and its Committees. Ensure Board meeting compliance with Robert’s Rules of Order.
  • Research changes to Louisiana Revised Statutes, as well as Federal, State, local and other requirements, that impact the agency and or the Board’s responsibilities.
  • Conducts the administrative onboarding of new Commissioners and sends information to the HR Staff for entering into the ADP system.
  • Manages administrative business functions for the Board of Commissioners.
  • Schedules Board meetings and Committee meetings and reserves meeting locations.
  • Works with the agency’s IT department to ensure all public meetings are recorded and archive the audio recordings to comply with the law.
  • Sends meeting agendas to third party production company for live stream access. Prepares official notices and agendas for the Board of Commissioners and its Committees and ensures notifications are made in accordance with the Open Meetings Law, Bylaws, and other requirements.
  • Drafts Board resolutions for background and uniformity.
  • Drafts Board and Committee meeting minutes for review by Board Secretary
  • Research and provide information to Board members for meetings.
  • Drafts official correspondence from the Board of Commissioners.
  • May schedule meetings with the Board’s partners and stakeholders including, but not limited to, the U.S. Army Corps of Engineers, Louisiana Coastal Protection and Restoration Authority, Federal, State, and local elected and governmental officials.
  • Inform Commissioners about mandatory training requirements for Civil Service and CPRA and tracks completion for compliance.
  • Oversee per diem payments to Commissioners and update the Boards and Commission website accordingly.
  • Special projects as directed by the Board of Commissioners, such as informational papers for Board meeting.
  • Interacts with the public on behalf of the Board.

35% Other Duties:

  • Maintains various information for the Board (e.g., levee district millage rates, detailed information on Commissioners’ terms, Officers of the Board and their terms, and mailing and distribution lists).
  • Maintains Board, Committee, and administrative files. Publishes comprehensive information relative to the Board and the agency on the Division of Administration’s Board and Commissions website as required by Act 184 of the 2013 Regular Legislative Session and RS 24:513.2. Researches and develops policies and procedures as needed.
  • Evaluates and recommends the implementation of methods to streamline procedures and functions.
  • Assists the Director of Governmental Affairs with legislative requests.
  • May assist with document inventory management of historical documents and work with the agency’s retention coordinator for disposal.
  • Performs other duties as assigned.

NOTE: The incumbent may be required to work remote during emergency events (high tide, hurricanes, etc.) as needed.
