Job description


Job Overview

Under the direction of the Engineering Manager plans, organizes, integrates, manages and participates in the activities and work of the District’s Water Resources; develops strategies, policies and programs to enhance local and imported water resource opportunities and regional environmental resources; participates in the conduct of difficult and technical engineering projects, engineering analyses, research, planning and design for a variety of capital construction programs and/or maintenance/improvement programs; and performs related duties as assigned. This is an at-will position.


Responsibilities

  • Administer the District’s Water Resource and responsibilities associated with the Fryingpan-Arkansas (Fry-Ark) Project.
  • Forecasting Imports and allocation of annual Fry-Ark Project water and return flows.
  • Calculating, processing, and tracking of annual allocation of Fry-Ark Project water and return flows. Including maintaining a historical record.
  • Bureau of Reclamation contracts associated with the Fry-Ark Project annual review and compliance.
  • Review and tracking of all Fry-Ark system reservoir excess capacity contracts
  • Provides technical engineering support for the preparation of environmental impact reports, as related to the Fry-Ark infrastructure.
  • Fry-Ark Project and Arkansas River operations coordination and Communication.
  • Fry-Ark Project operational work plan coordination regarding planned project maintenance and replacement.
  • Reclamation Reform Act Compliance
  • In consultation with legal counsel, reviews and investigates water right applications in the monthly Water Court Resume.
  • Development and utilization of the District’s Graphical Information System (GIS).
  • Oversee and evaluate the District’s Inclusion and annexation process.
  • Coordination with water users and Division Engineering Office regarding return flows and use of water.
  • Responsible for planning, preparing reports, and conducting assigned Committee and Board meetings or other water related meetings.
  • Provided reports oral and written to Committees and Board of Directors.
  • Prepares correspondence on technical engineering issues.
  • Reviews applicable laws, regulations, policies and design standards.
  • Analyzes and responds to requests for information from contractors, member agencies, other public entities and the public.
  • Represents and/or accompanies the District and Executive Director at water-related meetings, as assigned, to convey, and discuss SECWCD’s position on a variety of matters.
  • Represents the District and coordinates with other organizations and agencies on water related technical investigations.
  • Develops highly complex programs, studies and reports relating to current and long-range water resources and environmental planning, water demand/supply forecasting, and environmental compliance and mitigation.
  • Formulates policy initiatives related to water and environmental resources,
  • Establishes the scope, schedule and budget for resources planning studies, projects and programs; administers and manages contracts; reviews work products for compliance with District policies and standards.
  • Makes authoritative written and verbal interpretations of applicable laws, regulations, policies, procedures and standards.
  • Analyzes and recommends District positions on and revisions to state and federal laws pertaining to growth management, water resources, and environmental protection.


Other Duties and Responsibilities

  • Performs other related duties as assigned.
  • Directs the effective development, maintenance and usage of the District's geographic information system and statistical models for the water resources/allocation for the District.
  • Performs special engineering studies.
  • Assistance of the operation of the Hydroelectric power


Requirements

  • Bachelor’s degree in civil engineering, or related field.
  • Professional Engineer designation is not needed but will be strongly considered.
  • Colorado Class “R” Driver’s License.
  • 2-3 years preferred experience in the operational practices required to administer and maintain irrigation and municipal water supply, delivery works consisting of dams, reservoirs, rivers, conduits, pipelines and canals.
  • Any equivalent combination of education, training and experience.


Knowledge, Skills and Abilities

  • Knowledge of Colorado Water Law.
  • Knowledge of raw water supply and planning, water rights acquisition, water resources and environmental issues, regulatory and environmental requirements.
  • Extensive mathematical skills and modeling techniques.
  • Knowledge of computers including Microsoft Office Suite.
  • Excellent written composition and grammar skills.
  • Ability to explain and/or present complex subjects to multiple audiences.
  • Demonstrate accuracy and attention to detail and quality in work product.
  • Demonstrate planning, organization, and ability to meet deadlines.
  • Demonstrate sound judgment by including appropriate staff in decision-making process.
  • Demonstrate ability to balance team and individual responsibilities.
  • Contributes to building a successful team and positive morale while reaching goals and objectives. Specialized interpersonal skills are required in mediation, conflict resolution, public relations, public speaking, and/or counseling. Position interacts with a variety of individuals and groups, both within and outside of SECWCD. Interpersonal relationships are complex and subject to a high level of conflict and visibility.
  • Must possess the ability to perform the essential functions of the position.

Working Environment

  • Work is performed in an indoor and outdoor environment.
  • Work may require standing and/or walking for extended periods on irregular terrain.
  • Occasional lifting, pulling, and/or pushing of items weighing 40 pounds.
  • Work requires extended periods of driving to and from remote sites.
  • Work requires sitting at a computer for extended periods.
