GIS AND ASSET DATA SUPERVISOR
BASIC FUNCTION:
The purpose of this position is to supervise a team of GIS Specialists, Technicians, Contractors, and record clerks tasked with the management and effective governance of the Geographic Information System (GIS) data and other geospatial and data maintenance services for Southern Company Gas. The assets in scope comprise of over 40K miles of distribution and transmission main and the asset records associated with them, serving over 1.9 million customers in 3 states, and utilizing GIS and other asset management systems. This role provides strategic and technical direction regarding GIS system maintenance, design, and integration. The incumbent coordinates system changes and provides technical coordination between Engineering, Field Operations, Construction Operations, DIMP, and other key stakeholders. This role assists the manager in overseeing the company and contractor staff performing routine GIS data maintenance activities and execution of various customer requests.

REPRESENTATIVE DUTIES AND RESPONSIBILITIES
- Leads, coordinates, and directs the assignments of Specialists and Technicians relating to GIS capital activities (Landbase, Project records, As-Builts, etc.).
- Prepare and present reports on GIS activities, SLA’s, projects, and progress to senior management and other stakeholders.
- Ensures workflows with various internal departments are accurate, up to date and documented.
- Analyzes current business processes and recommends best practice solutions.
- Interfaces with Technology Business Strategy and Planning (TBS&P) and the Technology Organization (TO) GIS Support group to drive development, application modifications, and data model changes.
- Directs and manages the development of databases for tracking department work production and creates reports in PowerBI, SharePoint, ArcGIS Online Operations Dashboard and SQL.
- Oversees GIS Specialists and Technicians, develops performance goals, systems for calculating metrics, executes various trainings, and delivers performance feedback and reviews.
- Provides subject matter expertise on Southern Company Gas geospatial issues (GIS and other technology strategy, process improvements, etc.).
- Builds and maintains cohesive working relationships with internal and external consumers of asset data and analytics to ensure continued alignment of goals.
- Serves as Subject Matter Expert on GIS projects and solution definition workshops.
- Performs application testing and documentation of defects.
- Collaborates with engineering, operations, and other departments to provide GIS training and support for project planning, analysis, and decision making.
- Cultivates and sustains strong working relationships with both internal and external stakeholders who rely on asset data and analytics, ensuring that objectives are consistently aligned.
- Manages capital budget and work with GIS Manager to ensure accurate and timely invoicing, accruals, and forecasting.
- Assist GIS Manager on a variety of Supply Chain functions to execute MSA’s and SOW’s.
- Departmental/Customer support – activities include but are not limited to the following:
- DIMP: renewal program tracking, DOT report, Potential Transmission program, ad-hoc requests, and GIS updates.
- Engineering: training, records research, troubleshooting, Emergency Districts, Master Meters, and ad-hoc requests.
- IVP: Enhanced GIS (digital as-building), project closeout, data requests, AC Mitigation, Rupture Mitigation Valves, RCV segments, Laserfiche support, and training.
- TIMP: assessment loading, ILI (Inline Inspection) runs, PFLs, SFLs, Synergy/Uptime support, NPMS submission, training, and ad-hoc requests.
- Corrosion: shorted casings program, Ground Bed mapping, alignment between GIS and CPDM, training, and ad-hoc requests.
- ConOps: SLA’s, RAI (Request for Additional Information) feedback to pipeline contractors, MCRs (Missing Completion Report), USF projects, O&M to Capital work, VNG SAVE program, Large Pipeline Construction, GIS training to pipeline contractors, Exposed Main requirement, training, and ad-hoc requests.
- Asset Protection: records research, Cross Bore program, Leak Survey, training, and ad-hoc requests.
- SysOps: GIS and Asset Repository alignment for compliance assets, training, and ad-hoc requests.
EDUCATION AND EXPERIENCE
- Bachelors in Geography/GIS/Geosciences, Computer Science/Information Systems, Engineering, or related discipline.
- 5 years’ work experience in database entry and analysis with experience in customer support, utility asset design, data quality control and assurance.
- Master’s Degree in Geography/GIS/Geosciences, Computer Science, Engineering, or related technical field.
- 2 years supervisory experience
- 2 years pipeline or local distribution company experience in operations
- Metrics reporting and management
RELATED WORK EXPERIENCE:
- Thorough understanding of Esri ArcGIS Enterprise, ArcMap, ArcPro, ArcGIS Online, versioning, and geoprocessing techniques.
- Experience with Esri geodatabase design, structure, and management.
- Experience with Utility Network (UN) and Utility Pipeline Data Model (UPDM).
- Work with existing GIS standards and assist development and roll-out of new procedures.
- Effective written/verbal communication and organization/analytical skills, and proven problem-solving abilities.
- Ability to meet and track SLAs, metrics, etc. on a variety of simultaneous projects and initiatives.
- 3 years’ experience in handling/managing asset data and systems including GIS within a gas utility, pipeline, or other energy related field.
- Experience with a content and document management applications with integrations into workflow.
- Ability to adhere to and monitor Service Level Agreements (SLA’s) and metrics across multiple projects and initiatives simultaneously.
- 2 years of supervisory/management experience leading GIS, asset data, or analytical departments or project teams.

- Strong understanding of content and document management applications.
- Development and deployment of field GPS and data collection systems including Esri mobile applications.

- PHMSA (Pipeline and Hazardous Materials Safety Administration) regulation knowledge and experience including 49 CFR (Code of Federal Regulations) Part 192/193/195.
