Illinois Residency Requirement: Pursuant to the State Universities Civil Service System, out-of-state candidates must establish Illinois residency within 180 calendar days of the start date for this position. Illinois residency requires proof of a valid Illinois Driver’s License or state of Illinois ID Card. Failure to produce the required documentation within 180 calendar days will result in immediate termination of employment.

Key Responsibilities
- Process all payroll adjustments and NRA-related transactions.
- Ensure full compliance with NRA tax regulations, including timely tax deposits and issuance of 1042 forms.
- Maintain university compliance with federal, state, and local laws and regulations, including the Affordable Care Act, CMS benefits administration, and SURS requirements.
- Collaborate with internal and external auditors to support best practices in payroll and HR operations.
- Monitor and enhance internal control systems to prevent fraud and reduce waste of payroll and benefit funds.
- Identify and recommend changes within the Office of Human Resources and across the University to mitigate potential compliance risks and liabilities.
- Bachelor’s degree in Accountancy, Business Administration, Economics, Finance, or a closely related field and two years of professional-level accounting experience
Master’s degree in Accounting or current registration as a Certified Public Accountant (CPA)
- Minimum of 2 years of audit experience (may be concurrent with accounting experience)
- Minimum of 1 year of experience auditing or working on payroll taxation (may be concurrent with above experience)
- 1 year of progressive payroll experience including supervision OR 3 years of experience processing payroll for an organization with multiple large-volume payrolls (at least 2,000 employees), including Nonresident Alien (NRA) payroll considerations
- Strong knowledge of federal and state laws related to payroll and taxation
- Ability to effectively search and interpret IRS code using online resources
