Job Description

Summary/objective

The Title III Program, formerly known as the Strengthening Historically Black Colleges and Universities Program (Part B), and commonly referred to as the Formula Grant Program, was first introduced to the Southern University at New Orleans (SUNO) campus in 1967. For more than 50 years, SUNO has been a recipient of Title III funds, which has helped the university establish and strengthen its academic programs and services, student development efforts, faculty development enhancements, information technology initiatives, physical plant improvements, and financial management support. Title III programmatic funding helps to improve University programs, management and educational opportunities for students by providing financial assistance via federal grants and other funding sources. Title III funds continue to allow the University to fulfill its mission of empowering and promoting the upward mobility of all of our students through excellent academic programs and service.

In this role, the Budget Manager/Post-Award Administrator position will perform multiple accounting/budgeting support functions, such as compiling and preparing budgetary documents and reports, issuing bills and invoices, calculating and verifying debit and credit amounts, and posting transactions to appropriate accounts and org numbers. Ensure the appropriate filing and maintenance of accounting/budget records. Input data into financial systems and reconcile reports. Prepare or maintain various accounting or budget working papers.

· Serve as administrator for on-line and federal computerized grants administration system (e.g., NSF Fast lane, Grants.gov, Louisiana State Board of Regents on-line reporting system, etc.).

· Responsible for the post-award management of external grants for the University, including monitoring all grant budgets and preparing monthly expenditure reports for principal investigators, monthly drawdown requests, etc.

· Review and approve requisitions submitted for purchases of goods and services for all grants and/or contracts, receive and review award documents, including budgets, to ensure that contractual requirements are consistent with original proposal and acceptable to the University.

· Work closely with Grants Accounting (GA) to make sure new grants are set up in Banner once all agreements are signed. Work with GA throughout the duration of the grant to make sure all expenditures are correctly posted and that invoices are sent to the various granting agencies on time. Once a grant has ended, works with GA to ensure that all expenditures are posted to Banner and that the final invoices can be sent and are accurate.

· Ensures that all University external grant orgs are reconciled with Banner and responds to general and specific budget inquiries from faculty regarding availability and appropriate use of external grant funds.

· Responsible for the timely preparation and processing of all grant related post-award paperwork for the University, including working directly with faculty members to expend grant funds; responsible for preparing purchase requisitions and tracking through payment of invoices for all grant-related equipment and supply purchases.

· Assist PI/PDs to prepare and process requests for budget modifications/revisions.

· Review Personnel Action Forms and support documents to assure that award document support positions and salaries, prepare periodic reports of personnel employed on grants, contracts and awards.

· Maintain a detailed record of expenditures for current Title III components plus carrying over accounts to include the preparation of monthly budgetary reports and fiscal reports summarizing activities under Title III Challenge Grant Program.

· Review documents to ensure that legal and fiscal requirements are within scope of policies and procedures; prepare periodic and special reports as required.

· Process award notifications to obtain account codes.

· Knowledge of Southern University System (SUS), Board of Regents, State of Louisiana and Federals laws, policies, and procedures pertaining to the operation of public universities, non-profits business entities and sponsored research and grants management.

· Abilities to establish goals, structures and processes which align with the institution’s long-term strategic plan and vision and short-term priorities.

· Effective operational, management and analytical skills and the ability to problem solve and make sound recommendations.

· Proven applicable experience working in and extracting data from an Enterprise Resources Planning (ERP) system, business analytics or other relevant system application or software.

· The ability to influence and lead others outside of reporting lines to achieve common goals and deadlines.

· The ability to provide clear and concise analysis and summaries of financial data, respond effectively to questions and prepare material in response to inquiries.

· The ability to perform professionally employing inherent customer services strategies, exercising judgment, discretion, confidentiality and leading by example.

Required education and experience

· Bachelor Degree in Accounting or Business.

· Knowledge and experience with Ellucian Banner system.

· Proven ability to generate high quality written communications and reports.
